It is neeessary to secure additional help, if we are to keep ahead of construction work and prtVare the necessary plans and right of way plats to use the funds available for roads. The improvement of Town roads with State funds has greatly increased the work of the Highway Department as the County handles the work and the money under the law as written. One of the applicants, Mr. Richard Sullivan of Milwaukee, Wisconsin will take the Job_at $3780 per year, starting November 17, 194 7 and. we recommend that he be hired at this rate. However, this is more moneji than we are paying the County Superintendent of Highways and his first assistant, Wayne Mentzer. They are both licensed surveyors and licensed professional engineers of many years experience. We rcoommend that the County Supt. of Highways receive a salary of $750 per year as executive plat officer under the Rules & Procedure governing plats, resolution passed by this Hoard at the June meeting, 1926, pursuant to the State of Illinois Statutes Chapter 34, Art. 23 under ^powers of County Boards. We also recommend that Wayne Mentzer receive a raise in salary of $75o per year as first assistant to the County Superintendent of Highways. Most of the money for the salaries of the above two assistants in the Highway Department come out of State M. F. T. Funds and State Town J>'unds. The above to be retroactive to November 1. 1947 except in th« case of Sullivan, who would not stan work until November 17, 1847. Prices for labor have continued to raise and there Is some unrest in the County's Koitd Maintenance Gang. These workers are paid at the present time, 15c per hour less out of the County highway tax fund than out of the M. F. T. Road .Construction Fund. Th<- complaint is that this is too great a differential, especially while handling snow plows, and spreading cinders on icy hills and roads. We decided to recommend that the County Patrolmen and County road workers and the bookkeeper-stenographer receive a raise of 10c per hour In wages, until further notice, for work performed payable out of the County Highway tax funds, retroactive to November 1, 1947. We have received from Motor fuel tax funds rental on County owned machinery included in the above report $3430.$$ (Sec. 33 Al. F. T.) and $24.32 (Patrol Sec. Xii. 2) and also for premix from County stock $50.63, and have turned same over to the County Treasurer for the County road fund, which said sum is hereby unappropriated for road purposes including the repair, storage and purchase of road machinery or for improvements for buildings to house machinery. Your committee estimates there will be necessary for the care of the McHenry County, Illinois patrol svstem of roads aji appropriation from the County highway fund In the sum of $4 000 until the next meeting of this Board. Ackman addressed the Board and stated that his Committee instructed the architeet, LeRoy Thompson, to make a sketch of the proposed improvement to the ( ourt House on the rear or west side of the building. Several members of the Citisens' Committee, who were present at the last meeting of the Board and several ladies who were also present at this meeting of the Board, then asked Mr. Thompson several questions pertaining to said-improvement and a general discussion was had by the members of the Board and citisens present concerning the whole improvement matter eiupr. Cornue addressed the Board and askea the Clerk and Chairman if they had secured the legal opinion concerning the validity of the contract for said improvement that was requested at the last meeting. The Clerk then addressed the Board and stated that he received* such an oral opinion from the State's Attorney, Don A. Wicks, and that it was the State's Attorney's opinion thaf the contract was not valid until it was' approved by the Board of Supervisors and that it was impossible under law for the Board of Supervisors to delegate its authority to a committee on any matters requiring Judgment. After some further discussion with regard to said matter, it was regularly moved by Supr. Wittmus and duly seconded by Asst. Supr. McConnell that the whole building program and purported contract be referred back to the Building Committee of the Board for further study and due to the lateness of the season for building work, that said matter be continued to April 1, 1948 and the Chairman declared the motion carried. Supr. Cornue addressed the Board and stated that he voted against the motion for the reason that he did not believe that any mention of the contract should have been made, but that he was not against continuing the matter. / Supr. Cornue addressed the Board and moved that the Clerk be instructed to send a notice by registered mail to tbe Strom Construction Co., notifying tl* said company that the contract in question is not a valid contract until apnroved by the Board of Supervisors. Said motion was duly seconded by Asst. Supr. McConnell and declared ccarrled. State Senator, Ray Paddock, and State Representative, Harold Kelsey, being present at the meeting, were called upon by the Chairman. Mr. Paddock addressed the Board and stated that he would like to at this time make a formal presentation to the McHenry County Housing Authority of a check in the amount of $47,245.00. He then presented said check to the Chairman of tne Board, who in tufn presented the said voucher to Edward A. Field, Chairman of the McHenry County Housing Authority. The Chairman thanked Mr. Paddock anil in presenting said check to the McHenry County Housing Authority he stated that the money would be used for a good purpose. Mr. Field accepted the voucher on behalf of the McHenry County Housing Authority and stated that the said Housing Authority was very grateful and plans for the use of said funds were now nder way. Supr. Beck, Chairman of the Road and Bridge Committee, addressed the Board and stated that he was Just informed by Senator Paddock and Representative Kelsey that there was a possibility that McHenry County might be able to receive Federal and S» ite Aid with regard to two road projects in McHenry County that the right of way has already been secured on one of said projects being County Line road between Kane and McHenry County, and that he felt that his Committee should immediately meet with he proper officials in Kane County and also that some member of perhaps two, members, should be authorized to go to Springfield to meet with the state officials in the Highway vDe-t partment on said matter. After some further discussion with regard to said matter, it was regularly moved by Supr, Ackman and duly seconded by Asst. Supr. McConnell that the request of the Chairman of the Road and Bridge Committee be granted and that said matter be referred to said Committee, , giving said Committee full power to act, and the Chairman declared the- motion unanimously carried. Several communications, together with Gas Tax Allotment Report were presented and ordered placed on file. The Chairman stated that if there was nothing further to come before this meeting for the good of McHenry County, he would entertain a motion to adjourn. It was thereupon regularly moved by Supr.
