This amendment would also revise and simplify Section 2 of Article IX. dealing with the levy of miscellaneous types of taxes, but would req"'re such taxes to be uniform as to the same class of subjects within the territorial limits of the authority levying the tax. The levy of a graduated income tax would be forbidden. Other changes are merely routine, This amendment revises "Section 3 to reouire ownership or its equivalent- and not mere use as a basis for exemption of charitable, religious, and other similar property from taxation. In addition, non-profit hospitals would be added to the list of institutions and purposes for which the General Assembly may grant tax exemption by genera! law. Seer ions 9 and 10 would be revised to subject the taxing powers of cities and other local governments to the same restrictions as apply to the General Assembly.
