Form of Ballot The jiioposei amendment .to Article IX will apprer upon the constitution ballot in the followingform : PROPOSED AMENDMENT TO SECTIONS 1, 2. ?, 9, and 10 of ARTTCLE IX AND. FOR THE REPEAL OF SECTION 13 OF ARTICLE IX (Keveiue Amendment) _ Explanation of Amendment | This amendment would revise j Section 1 Article IX of the State jConstiftion so as to permit the General Assembly to classify propierty for tax purposes, subject to the following restrictions: (1) the I classifications are to be based on j the na'ure ar.d characteristics of j the property and not on the nature, j characteristics, residence or business of the owner or the amount or number owned; (2) all real estate is to constitute one class, except that lands used for forestry purposes and mineral rights in land , may each be dassified separately; and (3» if any class of property is j taxed Ly valuation, such tax i% to be unilorm as to the class. 1 j This amendment would also revise and simplify Section 2 of Article IX dealing with the levy of miscellaneous- types of taxes, but j would ieq"ife such taxes to be I uniform as to the same class of ! subjects within the territorial lim.-. ! its of the authority levying the tax. The le* y of a graduated income tax would be forbidden. | Other changes are merely routine, This amendment revises Section 3 to reauire ownership or its equivalent-- and not mere use as ! a basis lor exemption of charitable, j religious,' and other similar proj perty from taxation. In addition. I non-orofit hospitals would be add- I ed to the list of institutions and purposes for which the General j.Assembly, may grant tax exempj tion by general law. I Sections 9 and 10 would be re- | vised to subject the taxing powers i of cities and other local governjments to thp same restrictions as ' ctpply to the General Assembly. jThe language in regard to obligations or these governments would 1 be broadened, requiring them to (levy taxes not merely - as now -- ifor "debts contracted" but rather for "liabilities incurred." | This amendment would, in addition, repeal obsolete Section 13, ! which was adopted in 1890 to au- 1 thorize the corporate authorities of Chicago to issue Columbian Exposition bor-ls. For the proposed a m e n d m e n t *o Sections 1, 2, 3, 9, and 10 of Article IX of the Constitution and for the repeal of Section 13 of Articl IX of the Constitution (Revenue Amendment ).
