Providing a charge of 1.5 cents per kilowatt - hour for water heating servipe on a 24-hour a day basis, the new rate would apply to residential customers of Commonwealth Edison ahd its Public Service company division. According to the utility, the rate revision would enable local homeowners to take advantage of more compact, quick recovery electric water heaters.
