CORN VOTING REGULATIONS ARE ANNOUNCED PLANNING GROUP LOOKS TO NIMAPC FOR HELP LOCALLY * interested McHenry citizens have started the ball rolling as they join more and more areas in which residents have become convinced that proper city planning offers the most logical approach to solving community problems arising from growth and expansion, as well as from changing conditions affecting the older parts o^fthe city. Those who have studied the problem at length look to the Northeastern Illinois Metropolitan Area Planning commission, an official body created , by the Illinois General Assembly in 1957, as an organization through which all parts of the metropolitan area may plan together for the best physical L'elopment of the six rapidly Swing counties in northeastern Illinois. " In the northeastern Illinois m e t r o p o l i t a n a r e a t h e r e a r e more than 1,000 units of government ranging from counties, cities and villages to mosquito abatement districts. As the population moves outward, severe growing pains plague both new and old communities. ..;i W2ven the experts aren't sure how such elements as highways, rail lines, water mains, r e s i d e n t i a l s u b d i v i s i o n s a n d many others, scattered across a 3,714 square mile community, fit together. The commission was created to promote o r d e r l y g r o w t h p a t t e r n s f o r the benefit of all citizens. Those who have taken a lead i£ promoting planning in our own community hope that the metropolitan commission, comp o s e d o f n i n e t e e n m e n , e a c h with special knowledge and experience, may be helpful in solving problems which must be met in our own area. In future .weeks, articles will appear in the Plaindealer concerning the part a local planqjpg commission plays in solvng various problems. General regulations covering voting in the corn referendum to be held on Nov. 25 were explained by Paul Brandlin, acting chairman of the McHenry County Agricultural Stabilization and Conservation committee. Any person who was entitled to share in the proceeds of the 1958 corn crop in the commercial corn area as an owner-operator, cash tenant, standingrent or fixed-rent tenant, landlord of a share-tenant or sharecropper will be eligible to vote, Mr. Brandlin pointed out. Also eligible to vote are: (1) a n y o p e r a t o r o r l a n d l o r d o f ' a farm which had a 1958 corn allotment even though corn was not planted; (2) any person who planted corn in the 1958 commercial corn area but did not harvest it; or (3) any person who placed corn land in the 1958 Soil Bank. He listed the: following other voting regulations : Each eligible person , will be entitled to only one vote regardless of the number of farms in which he has an interest or whether the farms are in separate communities, counties or states. Individual members of a qualified partnership will be eligible to vote, but the partnership as such will not have a vote. However, a person who is interested in an organization, such as a corporation which is entitled to a vote, also may vote as an individual if he can qualify by reason of his separate farming operations. Mr*. Brandlin said the voter must vote at his designated Polling Place and named the polling place for each township: For Richmond, McHenry and Greenwood townships it is the George Freund Implement company at McHenry. Persons who have questions about their eligibility to vote or how to take part in the refrendum will be welcome at .ie McHenry county ASC of- «ce.
