A completed certificate of the tax levy should be filed in the office of the county clerk iml mediately after the first Tues- {day in September. The county board, at its regular September meeting, must then approve this levy filed by the highway commissioner, b u t has, however, the power to reduce it should the board desire tc do so. To determine the tax levy for funds under his control it is necessary to adopt a budget and appropriation ordinance. This is separate from the budget and appropriations ordinance for general township purposes, which is adopted by the electors at the town meeting in April. The time for preparing the ordinance depends on the date the fiscal year begins. Many highway commissioners of townships have adopted the same fiscal year as their^townships. Other commissioners set their fiscal year commencing the first Tuesday in September. Since this is the day for voting the tax levy., the township highway commissioners must adopt their budget and appropriation ordinance on or before that date. The budget and appropriation ordinance is first prepared in tentative form by the commissioner, or someone deslignated by him. It is the duty of the township or district clerk to make the ordinance conveniently available for publice inspection for at least thirty days before final adoption. In addition, it is his duty to arrange for at least one public hearing. Notice of the hearing must be given at least one week prior to the time set for the hearing. This notice is given by publication in a newspaper if there is one published in the township or district. If there is no such newspaper, it is mandatory that the notice be posted in five of the most public places in the township or district.
