He has pointed out that the withholding rate will create considerable widespread hardship on April 15 of this year because the amount withheld by a 14 per cent rate will not be sufficient to meet the taxes due by the taxpayer. It is expected that several million persons will find that they owe taxes in addition to what has been taken (but, an obligation that was not the result of any mistake on their part b&t rather of too low a withholding rate. Initially, the proposal was to have a 15 per cent withholding rate for the first year and then shift to a 14 per cent rate for the taxable year 1965. However, since about two months of 1964 had gone by before the tax cut bill was passed, the rate was set at 14 per cent -- the rate originally planned for 1965 -- instead of 15 per cent. The proposed legislation would affect only taxpayers with a deficiency in excess of $50. It would call for the employer to withhold one-twelfth of the amount due each month for the succeeding twelve months. This additional withholding would be turned over to the Treasury to be credited to the deficiency of the taxpayer. The relief proposed would only be granted for the taxable years 1964 and 1965. The Senator expressed his intention of offering this bill as an amendment to the first available legislation that comes from the House of Representatives. ADDRESS BY CONGRESSMAN IS POSTPONED The McHenry Kiwanis club regrets to announce that congressman Robert McClory was not able to appear on Feb. 8, nor will he be able to appear on Feb. 15. Due to commitments in congress it is impossible for Congressman McClory to appear at this time; however, it is hoped that later in the year he will be able to appear before the McHenry Kiwanis club as a guest speaker. MORE ON TAXES "Dear Friendis: "It is gratifying to find some people who still believe in expressing their opinions publicly. I am referring to the recent letters concerning personal property tax. While I agree in part with the opinions of both Mr. Herendeen and Mrs. Sarley, I. also disagree on other parts.- However, the main point is the fact that these opinions are expressed publicly, in hope to stimulate public interest. Those having an interest' in the subject of taxation may harbor no dissent unless they also make their opinion and then unite. Remember, together we stand, alone we fall. "How do we join? How do we express our opinions so they will be heard? Well, we have this column available, courtesy of the McHenry Plaindealer, for such purposes. "Secondly, Mr. Herendeen has made available his address. And I also make available my address. Any signed mail received by myself shall be made^ available to any interested party. "As for my opinions on this subject, I also feel some type of citizens' committee should be formed to thoroughly investigate this problem. I feel if any tax break be given, it covers all taxpayers, young and old alike. "Secondly, the present uses of these taxes should be investigated as to their necessity and proper use. Is personal property tax really needed? What is done with it? If we reduced property taxes, would a different type tax be inaugurated in its place? "And we must get the factsi straight. I doubt this taxation add§ to juvenile delinquency. I doubt any woman would quit work if property tax were abolished. Swimming pools, tennis courts, etc., are usually decided upon with a bond issue vote. Wrestling is part of physical fitness and instructors in most cases hold other responsible positions in the school system. McHenry were in Marsha lit own, Iowa, this week to attend the 1965 dealer convention held by Lennox Industries Inc. Features of the meeting were an "open house" for dealers, their wives and associates on the day before the regular business session, a full day of product orientation and a plant tour to see manufacturing techniques. RECOGNIZED FOR SERVICE In recognition of his long service with the Milwaukee Road, J. J. Haddock, conductor on the Milwaukee division, has received a Silver Pass indicating forty-five years of service. The pass, signed by William J. Quinn, president of the railroad, is good for lifetime travel on all Milwaukee Road trains anywhere on the system and is presented to veterans as a token of appreciation.
