Coyle, Jr., district director. The surcharge rate is nominally 10 percent, Mr. Coyle explained, but since the surcharge began on April 1, 1968 the effective rate for individuals is 7.5 percent. This rate is applicable to the entire year's income even though earned prior to April 1, 1968. WITH ARMY BAND Pvt. Jonathan T. Until mid-196 , when Capitol Records signed her as a singer and she came to Hollywood to cut her first professional record, she had never been outside of metropolitan Kansas City. . .Miss Love, second youngest in a family of six children, cut her teeth as a performer with her sisters Geraldine, Laverna and Dora . . . They comprised the pop ?uartet known in the Kansas !ity area as The Love Sisters. Of the four, only Marian continues as a , singer with the three sisters choosing teaching careers in lieu of show business. . .Undaunted, Marian, with her four-octave range and unstinting desire to be a singer, augmented her academic training while an education major at Kansas Jr. College andminored in music ana voice. . . Having completed her high school education (graduated Wyandotte High School in 1936) and with the 2-l/2years of college behind her, she was confident that if she did not succeed at singing, she could always return, as her sisters did, to teaching. Billed as the Jazz Discovery of the Year, she played a concert in the Kansas City auditorium with Aretha Franklin and Stevie Wonder.. .The audience reaction to Marian Love was so tumultuous that even her apprehensive parents realized they could no longer stand in her way. . .Later in the same year, she was second billed to Lou Bawls and Stan Kenton and, once again, the jammed 7,000 seat Municipal Auditorium with an ovation. . . Legislator To Address Womeri ; At Loggins Home It may be the Year off the Monkey for the Chinese, but to a sizable group of local women it is the Year for Water. Since the final form of the water referendum for the Nov. 5th election received overwhelming bipartisan support from the General Assembly during its July session and was signed by Gov. Shapiro, the Water Study group of the League of Women Voters of Woodstock-McHenry has redoubled its efforts to spread the water story. HEAR LEGISLATOR The next project of this ambitious group will be an autumn tea on Saturday, Sept. 21 at 1 pan., when members of the League and their guests will hear a talk on water problems from State Representative John H. Kleine. Mrs. Jack Loggins will hostess the affair at her home, 4911 Orchard Drive, in McHenry. In charge of the arrangements are Mrs. FrankSek and Mrs. James Foley. Women of the community are cordially invited to attend. For information contact Mrs. Sek or Mrs. Foley. Besides meeting regularly for study and discussion, they have arranged tours of local water and sewage treatment plants and have shown the films of " Water Bill, USA" and "Troubled Waters" to public meetings. They have also cooperated with the Woodstock public library in preparation of a reference list and display of water study materials. . "These films brought us to the realization that action must be taken on water pollution problems,' said Mrs. Jack Loggins, chairman of the study committee. She went on to explain that the Natural Resources Development Act is a proposal to spend $1 billion in tax money on capital improvements to our waterways and on air pollution control. The proposition will be financed by a sale of bonds. Sale of water from reservoirs and interest and repayments on loans will provide money for retiring the bonds. MEETS NEEDS "The plan meets our immediate needs for 1968 through 1380 and paves the pray for a flexible long - range program through the year 2020." said Mrs. Loggins. She statedthatby 1980, if funds are approved, IIlinoisans can expect substantial benefits from the plan. These would include control of water and air pollution, flood control, water and soil conservation, adequate water supplies for domestic and industrial use and expanded opportunities for water - related recreation. She pointed out that while problems may vary from community to community, all do have problems. Solutions are known and can be put into effect when the funds are made available.
