For the 1967 plates, twenty - three banks offered the service and the total jumped to sixtynine for the 1968plates,hesaid. Mr. Powell emphasized that only passenger car plates will be sold, and only-for renewal registrations. Applications for truck plates, transfers, certificates of title or original registrations can not be accepted. Services offered by the banks will be the same as those provided at the over - the - counter outlets of the Secretary of the State's office in Springfield and Chicago, Mr. Powell said. Applicants will be given assistance in filling out applications, their applications will be validated and the plates issued. Applicants must presenttheir 1967 identification cards or in cases where the cards have been lost, their certificates of title. At their discretion, the banks may choose to charge an additional fee for the service to offset the cost of a $6,000 validating machine each had topurchase, Secretary Powell said. Hours of the service will be determined by the individual banks. Secretary Powell expressed gratification at the interest shown by banks in providing this service, pointing out that in each case arrangements for the service were made at the bank's request. " This program has the twin advantages of enabling motorists in various parts of the state to secure their license plates either in or near their local communities, and of doing so without any additional cost to the state," Mr. Powell said. Each of the banks has sent members of its staff to Springfield for training in filling out applications, determination of the proper fees, operation of validating machines and other phases of passenger car licensing.
