LICENSE PLATES ON SALE AT SOME BANKS DEC. 2 A total of eighty - seven banks throughout Illinois will sell 1969 passenger car license plates beginning Monday, Dec. 2, Secretary- of State Paul Powell has announced. This is an increase of eighteen over the number of banks which offered the service last year, and marks a steady growth in the number since First National Bank of Chicago began the service with the sale of 1966 license plates, Mr. Powell said. For the 1967 plates, twenty - three banks offered the service and the total jumped to sixtynine for the 1968plates,hesaid. Mr. Powell emphasized that only passenger car plates will be sold, and only-for renewal registrations. Applications for truck plates, transfers, certificates of title or original registrations can not be accepted. Services offered by the banks will be the same as those provided at the over - the - counter outlets of the Secretary of the State's office in Springfield and Chicago, Mr. Powell said. Applicants will be given assistance in filling out applications, their applications will be validated and the plates issued. Applicants must presenttheir 1967 identification cards or in cases where the cards have been lost, their certificates of title. At their discretion, the banks may choose to charge an additional fee for the service to offset the cost of a $6,000 validating machine each had topurchase, Secretary Powell said. Hours of the service will be determined by the individual banks. Secretary Powell expressed gratification at the interest shown by banks in providing this service, pointing out that in each case arrangements for the service were made at the bank's request. " This program has the twin advantages of enabling motorists in various parts of the state to secure their license plates either in or near their local communities, and of doing so without any additional cost to the state," Mr. Powell said. Each of the banks has sent members of its staff to Springfield for training in filling out applications, determination of the proper fees, operation of validating machines and other phases of passenger car licensing. Banks which will offer the service in this area include Home State Bank of Crystal Lake, the First National Bank of Elgin and Union National Bank and Trust Company of Elgin,and the Bank of Waukegan. The board's comprehensive plan calls for the preparation of procedures necessary toachieve and maintain the air quality objectives, an inventory of all air contaminants emitted to the atmosphere throughout the state, a monitoring program to evaluate the quality of the state's air on a continuous basis and a plan of emergency actions to deal with air pollution episodes.
