Do you have any publications that explain the posting requirements for retailers? A. Yes. IRS Publication S-3, "Retailers' Price Posting Requirements," explains which retailers are and which are not required to post and describes the rules governing accessibility and content of posted information and availability of non-posted prices. It can be obtained free by dropping a postcard to your IRS district office. Q. I rented a brand new apartment on Nov. l, 1971, for $200 per month on a month-to month lease. The construction of the apartments was com pleted after Aug. 15, 1971. Now my landlord wants to increase rent to$250. Is this a violation of stabilization regulations? A. Since the construction of the apartment was completed after Aug. 15,1971, and the unit was offered for rent for the first time after that date, rent for that unit is exempt from con trols and an increase does not v i o l a t e s t a b i l i a z a t i o n regulations. Q. My employer deposited agreed-upon wage increases held up by the freeze in an interest-bearing account until the question of retroactivity was decided by the Pay board. Now that we're able to receive our retroactive pay, can we also receive the accrued in terest on the wages? A. Yes. Your employer may pay the accrued interest to his employees. The fund is similar to a "forced savings" program and interest in such a program accrues to and is payable to employees. In addition, the cost to the employer is not increased beyond the amount of the retroactive increase. Q. Is there a booklet available that contains all the regulations issued under the stabilization program? A. Yes. A new booklet, en titled "Title 6 - Economic Stabilization" of the code of federal regulations, is a handy reference for all aspects of the stabilization program. In ad dition to the regulations issued by the Cost of Living Council, the Pay Board and the Price Commission through Feb. 29, 1972, the volume contains implementing regulations and rulings of the Internal Revenue Service. The bookie tcan be purchased from the Superintendent of Documents, the Government Printing Office, Washington, D.0. 20402, or from the Regional GPO book stores located in ten major cities throughout the country. Q. Are deposits on soft drink bottles subject to the Economic Stabilization regulations? A. No. Bottle deposits are not prices. They're amounts exacted to insure the safe return of property. If the property is returned, the full deposit is returned and there is no price paid. Q. Does the term "allowable cost increase" mean cost in creases for a particular product or for the company as a whole? A. "Allowable cost increase" applies to a particular product or product line. Of course, increased indirect costs for the company as a whole are allocated to each product. The profit margin is the test for the company as a whole. The effect of a manufacturer's price changes must not be to increase its profit margin as a per centage of sales, before income taxes, over that which prevailed during the base period. Q. Should employers prenotify the IRS before making payment of retroactive pay increases in excess of 7 percent for services rendered rm or after Aug. 15, 1971 and before Nw. 14, 1971 (Sec. 201.13(b) of the Economic Stabilization regulations? A. No. These pre notifications should be sent directly to the Pay board. If the Pay board does not act within 14 days of receiving the application, payment may be made. The luncheon was established MENTAL HEALTH MATTERS Through the courtesy of Family Health Service and Mental Health Clinic Home Help A too-little-noticed revolu tion has taken place in the treatment of mental illness in the past few years. No longer are people who suffer from an onslaught of a mental disorder considered to be afflicted with an incurable disease that can only be handled by sending them away to an institution for years or forever. This quiet revolution has brought a new age in our ap proach to and management of mental illness, an age made possible by new drugs and psychiatric treatments with community psychiatry and serv ices for people in their own communities. The families of victims of mental illness are affected by this new development almost as much as are the individuals who are afflicted. This is so because it means that the families can and must be helpful to these individuals both in the community and in their own homes. How can family members provide help at home? Some useful answers to this question are available from the National Association for Men tal Health. With chapters in all the States and many cities, the Association is set up to help people as the people's and the community's own organization. The Association points out, for example, several important reminders for relatives, such as: . . . Keep your promise* to the sick person. . . . Give him or her en couragement, respect, and affec tion, but don't fuss over, baby, or be demanding. . . . Let him or her know he has your support through thick and thin. . . . I f y o u h a v e a n y d o u b t s about what you should do, talk to the doctor, social worker, or some other professional person. The Association in your com munity can be helpful to you not only if you have a family member affected, but also if you want other information. It's a good idea to get in touch with your State or local asso ciation (look in the phone book or call your health department for information) if you need mental health help at any time. to honor McClory as well as to serve as one of the district meetings planned by the Illinois Federation of Republican Women to stimulate interest and par ticipation in the fall campaigns.
