Restaurants, as well as retailers with annual sales of less than $100,000, are exempt from price controls. Q. Are rates for mobile home parks subject to the rent regulations? A. Mobile home parks are governed by the general provisions of the rent regulations to the extent that they provide mobile home spaces for use in connection with the principal place of abode of nontransient oc cupants for a fee. If the park provides a space for a nonresidential use, the park is to that extent governed by the regulations; applicable to service organizations. Q. Will the IRS give me an immediate ruling on a policy decision of the Price Com mission that has not yet been published in the Federal Register? A. No, because policy decisions of the three stabilization policy boards do noj^become effective and jally binding until they are published in the Federal Register, you should wait until the regulation based on the policy decision is published before requesting a ruling. In addition, the IRS suggests that individuals and businesses should not call with a question based on such policy decisions or news stories on policy decisions until the decision is clarified and implemented by being published in regulation- form in the Federal Register. Q. My doctor has increased his fees for physical examinations by five percent, but he said the increase is allowable because physicals -account for only 10 percent of his gross receipts. Doesn't the increase violate the 2.5 percent standard set for health service providers: A. If your doctor's allowable costs for physicals have in creased five percent and his profit margin has not in creased, he may increase his fees for physicals to five per cent, because the effect of the price adjustment did not in crease the doctor's revenues more than 2.5 percent over what they would have been had he earged his base prices for all services throughout the year. In this instance, the five per cent increase for a service which constitutes only 10 percent of the doctor's business would be equivalent to 0.5 percent increase for all ser vices throughout the year - well below the 2.5 percent standard. However, the five percent increase for physicals must be counted in determining if subsequent price Increases for other services exceed the 2.5 percent overall limitation. Q. I was particularly interested in the letter from the young girl who wrote that she was one year older than her boy friend. True, they are young and the relationship may die anyway, but if she is not sure about it and other people's talk leaves her doubtful, I feel from experience that she is better off to forget him. I always felt the man should be older, but others told me that it didn't matter - that as the years pass, the gap would seem smaller. I listened to them and for the last six years I've been wishing I hadn't. I met a man two years younger and we got along well until we got married. Every day the dif ferences seems larger. But I'm stuck. A two year age difference is not grounds for divorce. Maybe as a friend age doesn't mean any thing, but then you don't have to see the person everyday or have to live with someone who is still a kid. Believe me, I've been there! OUR REPLY: Thank you for your opinion on this question. We still feel that age differences aren't that big a problem, as long as both partners (whether boy friend and girlfriend, or husband and wife) are compatible and on the same level of maturity. Area College Chemist At NIU Meeting McHenry County college was represented at a meeting held Friday, April 28, at Northern Illinois university, DeKalb, when eighty-nine community college and senior college chemists and physicists discussed instructional problems of mutual concern. Lower division (freshman and sophomore) courses, g e n e r a l e d u c a t i o n requirements and transfer students were among the items aired at the articulation meeting in the University Center. Twenty-three junior colleges and thirteen senior colleges were in attendance for the discussions.
