A "children1# bill of rights" to serve as a standard against which all statutes and programs concerning children can be measured has been proposed by Merle E. Springer, executive deputy director of the Illinois Department of Children and Family Services. Testifying at a recent hearing of the Senate Judiciary Sub committee, Springer appealed for such a law and called for a change in the Juvenile Court Act to require a "hearing of review" at least every two years in behalf of every child who is a ward of the court. He recommended that "all parties concerned with the child's welfare" be notified of the proposed mandatory hearing. "Hiis means," he explained, "that for the first time there would be a legal guarantee that foster parents may appear in court and share first-hand knowledge of the child." wmmm.
