McHenry Man Serves Home Community Henry Nell, school board president for District 15, in his new post as director of the Kishwaukee division of the Illinois Association of School Boards has represented McHenry on numerous occasions. This year he has met with Congressmen in Washington, D.C. T(he meeting was called by edticational leaders in the department of Health Education and Welfare. HEW was seeking advice at the local levels concerning the nation's schools. Nell provided input from this section of the country. Another meeting presided by him was held on March 2. Attending were state legislators and candidates for the office of regional school s u p e r i n t e n d e n t . S t a t e congressmen were asked by Nell to respond to questions concerning education. On March 21, he and Stephen Doty, associate director of the Illinois Association of School Boards, moderated a meeting attended by community representatives, superin tendents, and school board members. The topic was in volving citizens in school activities. The new state guidelines for recognition of schools makes forming Citizens' Advisory councils mandatory. Doty and Nell arranged this meeting to help school boards accomplish this end. Those in attendance were asked to discuss their experiences with citizens' groups. The moderators stressed sharing the successes and failures with Citizens' advisory councils. Nell responded to questions concerning the Citizens' advisory council in District 15. He discussed such things as selection of membership, defining their role, and the activities they were to engage. Districts in one phase or another in forming Citizens' advisory councils responded to these same questions. The meeting appeared beneficial for many. It gave those who have not formed such councils a way to start. It provided those with functioning councils, input on what activities undertaken by such groups were successful. They learned of unsuccessful ventures at the same time. This information would be important in charting future involvement. Nell's new post requires him to give up much weekend time. No Check Gates Traveling On Two Sides Of Island (Report of trip taken by Hugh Kirk) ST. MAARTEN ISLAND The island of St. Maarten is owned and run on one side by the Dutch and the other by the French. There are no check gates in traveling from one side to the other. The port is most picturesque but not deep enough for cruisers. To get to shore, the cruiser's motored lifeboats must be used. The harbor wharf is covered with a long peaked gable roof making it look something like a long porch. The people do not pester for sales of their goods which are all in shops along very, very narrow streets. These were sufficient for the donkey carts of another era but are exceedingly difficult for cars and buses. It takes a bus driver about three minutes of maneuvering forward and backward to negotiate a corner with a car parked up close to the building where a sidewalk would normally be. Travelers were fortunate enough to be on the French side on a market day when the streets and wharf were crowded with black, brown and tan people carrying woven, netlike, shopping bags. Small boats came in with tubs full of very colorful fish - red, yellow, blue, etc. - which were sold right there from the boats and from the streets. Vegetables, roots, rounds of bread and meat were all displayed for sale from a cloth spread on the ground or small racks, all outside. Little attention is paid to rain which showers often for short spells. St. Maarten Island was high on Kirk's list of favorite islands. He felt the island had been used by the film industry because he recognized the Dutch harbor in some movies. Next port o' call will be the island of St. Vincent. Peanuts For Candy Spanish, Runner and Virginia type peanuts are used for candy. The largest use of shelled pea nuts in candy is in the manu facture of nut rolls, and peanut bars. Other candy confections in clude chocolate bars, chocolate- covered peanuts, peanut brittle, and peanut chews. JAMES J. COLE James J. Cole, 714 Lincoln road, McHenry, has been promoted to the position of vice-president of the Quality Newspaper group located in South Milwaukee, Wis. Cole had been advertising manager for Quality Newspapers, which publishes two weekly newspapers, the South Milwaukee Voice Journal and the Cudahy-St. Francis Free Press, and a shopper supplement, the Suburbanite. Hie newspapers are distributed in the southeastern corner of Milwaukee county. In his new position, Cole will continue to direct advertising operations and will assist in general management responsibilities, including production and business activities. He and his wife, Sandra, have four children: Tamalene, Deborah, Karen and Ryan. Health Planning Agency Meets On Hospital Study The March meeting of the C o m p r e h e n s i v e H e a l t h Planning Agency (CHPA) for McHenry County will be held at the First United Methodist church, Wesley hall, in Crystal Lake. The meeting will begin at 8 p.m. Wednesday March 27. This is the first regular meeting of the Board of Directors since the annual meeting held last month. Newly elected president, Richard Wissell, will be welcoming several new members onto the board of directors. Hie Executive committee of CHPA has been meeting with area hospitals in recent weeks to discuss the need for a hospital bed need study. Althoff, president of High School District 156 board, attended the second meeting of State School Supt. Michael J. Bakalis' Northern Illinois Advisory council at DeKalb recently. The meeting focused on reports of surveys on volunteer programs in the communities and an initial exploration of r e c o m m e n d a t i o n s f o r "Guidelines for Using Volunteers in the Schools". The council, one of twelve across the state, represents persons from Boone, Carroll, DeKalb, Jo Daviess, Kane, Lee, McHenry, Winnebago, Ogle, Whiteside and Stephenson counties. They were created shortly after Dr. Bakalis took office and are made up of students, parents, teachers school board members, school administrators and other concerned citizens. The pur pose is to give citizens on the local level a voice in educational policy making. the status of this study will be the major item on the agenda. Legislator To Meet In Wonder Lake Wednesday Wonder Lake, the largest unincorporated community in Cal Skinner, Jr.'s legislative district, rates a separate Legislative Advisory council meeting Wednesday, March 27, at 7:30 p.m. at the Company No. 1 firehouse. ft is one of nineteen meetings with constituents over a twelve- day period that the freshman state representative hopes will give him a better idea of what his constituents want him to do for them in Springfield this year. Last Saturday, council meetings were held in McHenry and Richmond. Staub of Mets is again fit and optimistic. Appeal Brings $3.7 Million In Tax Refunds Illinois Attorney General William J. Schott has announced that an appeal won by his office in the Illinois Supreme court will bring $3. 7 million in refunds involving the Illinois Retailers' Occupation tax to 1971 buyers of new cars and trucks in Illinois. Scott said the sales tax refunds willl go to persons in Illinois who bought new cars between Aug. 16,1971 and Dec. 10,1971. The refunds stem from the Dec. 10, 1971 repeal of the federal excise tax on cars by Congress which made the repeal retroactive to August 16, 1971. The Illinois Retailers' Occupation tax is calculated on the basis of the total sales price of the automobile which, in 1971, included the repealed Federal Excise Tax, Scott explained. Persons seeking the sales tax refunds should apply to the state Department of Revenue, Scott advised.
