Pepping said he had conferred with University of Illinois personnel who indicated that spraying at speeds higher than 10 m.p.h. reduces the effectiveness of the program. Pepping also noted that Clark returned $700 to the city last year because the program ran less than the bid. He felt this reflected on the integrity of the organization. Robert Himel of Midas Midwest asked to address the Council and present his case. He felt that Clark's proposal called for excessive spraying. He reported that he and Dr. John Johnson of the McHenry County Health department surveyed the area last November and concurred that there were less than 20 acres which needed to be "larvaecided". "I believe it should be frowned on - putting insecticide on land where it is not needed," Himel said. He felt it was not only a waste of money and insecticide but damages the environment. Himel claimed that 20 m.p.h. was not too high a speed for the equipment he uses. According to him, Clark uses different equipment than his company. Himel quoted facts and figures from a recent meeting in South Cook county td substantiate his statements. He felt Clark's bid was excessive and questioned why the low bid was not accepted. A representative of Clark Outdoor Spraying told the Council the company had been in business for twenty-six years and he feels their program speaks for itself. He said they are doing fifty-five municipalities and are closely monitored by state and federal agencies. Following the debate, Pepping moved that the Council enter into a contract with Clark Outdoor Spraying to handle the mosquito abatement program at a cost of $8,527 as per bid specifications. Motion was seconded by Hromec. On a roll call vote, all voted yes Develop Driver License Tests In 23 Languages A pilot program to administer driver's license tests in twenty-three foreign languages has been announced by Michael J. Howlett, Secretary of State. The program-will begin in the five Cook county facilities of the Secretary's office when new Memory Typewriters are delivered, expected in about four months. If a Bulgarian, for example, comes in for a test, a license examiner can select thirty-five questions to be asked, and the typewriter will deliver a printed list of the questions in the applicant's home language. The printed list will include a series of answers to each question, for the applicant to designate which is correct. The Secretary of State license examiner need not know any Bulgarian to correct the test. He will have a key which will immediately spot any mistakes. "Our tests are now printed only in English, Polish and Spanish," said Howlett. "The new program will make twenty-three languages available to foreign-speaking citizens. Each will be tested in the language he knows best. "If experience indicates, the program could be expanded statewide," Howlett said. To be made available will be the home languages of Brazil, Bulgaria, Canada-French, Czechoslovakia, Denmark, France, Germany, Greece, Hungary, Iceland, Italy, Netherlands, Norway, Poland, Portugal, Romania, Russian Cyrillic, Spain, Sweden- Finland, Switzerland-French, Switzerland-German, Turkey and Yogoslavia. The committee was instructed to meet with the Police commission since it had suggested that new squad cars m e e t s p e c i f i c recommendations. Wegener will report back at the next meeting. It was announced that city offices will be closed for Memorial Day on May 30. Alderman Ed Datz also announced that updated copies of the McHenry Comprehensive Plan book are now available from the city clerk's office. The Council moved to go into executive session to discuss possible acquisition o t, property. The next regular meeting of the Council will take place Monday, June 3, at 8 p.m. iw city hall.
