To correct a financial problem of SEDOM, which is the Special Education District of McHenry county, the executive board has proposed alternatives to funding by individual school districts. They are presented in a motion which includes a proposal to bill each district as a supplemental charge from the 1973-74 year on tuition at fifty cents per day per student. Another feature includes billing each district sixty cents per day per student transported as a special assessment for expenditures in excess of budget from increased costs. The resolution would ask pre- billing districts for supportive services contracted for the 1974-75 year on July 1 and pre- billing for the first two months of the new school year July 1. Responses will be discussed at the next regular meeting of the executive board June 10, prior to the June 19 meeting. The method of financing buses to transport students was cited as one of the errors which resulted in the present condition of the SEDOM district. Others include such factors as a need to expand and provide additibnal educational programs; inexperienced business management personnel; increased building; maintenance; salary costs reduction in state funding sktk an effort to hold down costs to individual districts supporting the program. The immediate problem is to> obtain $60,000 by June 21 ta handle the payroll and fo£ realizing $215,000 September. It was pointed out at th€ meeting that individual districts must share the responsibility of the SEDOM problem and must help with th{ solution. R o b e r t B r i g h t ^ superintendent of Harrisod School District 36, a SEDOM board member, has been working as part of a committee to study the problems and make recommendations.
