THE POLICE DEBATE "Editor: "It is indeed unfortunate that the City Council persists in marathon ignorance. By choosing to misuse the word "autonomy", it has lent a misleading air of intelligence to its refusal to allow recognition of the McHenry chapter of the Combined Counties Police association. "Autonomy is defined by Webster as "self-government" There has not been nor will there be any attempt by the CCPA to govern the city of McHenry. The entire premise on which the CCPA is based is that of assisting local police officers in their efforts to take their * problems, ideas, suggestions and requests to their local governing bodies. This is all with the purpose of improving the quality of professionalism and therefore protection afforded the various cities and towns which they have been sworn to serve and protect. "Alderman Pepping did a 'slow burn' because the police officers were irritated that the Council had not acted upon the recommendations of the Police commission. He asserted that their recommendations were to undergo further stttdy. Alderman Pepping, if more citizens had been at the Council meeting to hear your remarks, you can rest assured that they would have done a lot more than 'a slow burn'. If further time and taxpayers' monies are to be used in another study, what then was the purpose of having the Police commission spend time investigating the needs of the department and m a k e i n f o r m e d recommendations? "Alderman Pepping's 'slow burn' obviously penetrated his judgment if he feels that the expenditure of $2800. for the retaining of a professional park planning group is more advantageous to the city than the inception on the part of the Council of an attitude that could foster a professional police department. "The majority of the City Council could use a beginning course in Robert's Rules of Order. It would appear that to gavel down an 'outsider's' q u e s t i o n c o n c e r n i n g clarification of the inane mutterings of an embarrassed alderman is quite proper, while it is also proper for an alderman to interrupt the proceedings without being given the floor. It also seems slightly inappropriate (as only Mrs. Hromec could perceive) to call for a vote of confidence in the midst of the fifteen minutes allotted to the presentation of the CCPA - that fifteen minutes being less time than the Council used in argumentation, interrogation and deliberation in the issuing of a license to an ice cream vendor. "Those police officers whose wives are expecting have more than a passing interest in any modifications to be made in the medical plan. Is it too much to ask, Alderman Rogers, that some of the men have a say in which plan will be effective as of July 1? Three months ago you seemed to think it as a reasonable request, but it now appears to be much too much to ask. "The McHenry chapter of the CCPA appreciates the concern of Mrs. Fallon and Mrs. Himpelmann, but finds it difficult to understand how they can object to methods when they have no idea as to the problems of the men or to the aspirations of the CCPA to solve them. To the best of anyone's knowledge, neither Mrs. Fallon nor * Mrs. Himpelmann has ever spoken with a member, much less an officer, of the CCPA. "The ladies would also appear misinformed as to the inevitability of a federal police force. With the FBI alive and well and living in Washington, there seems to be little need for another federal force. Furthermore, it is the Constitution, and not unions, that have the power to create such an organization. "Alderman Wegener, who advised the men to leave if they didn't like it, must have heard his own statement in his dreams so often that he took his own advice.
