SERVICE NEWS Sgt. Tracy On Council Rated "Best" OUR STAND LOCATED AT 3 Miles East Of McHeniy On Rte. 120, IN LILYMOOR T. F. Bolger At Legislative Meeting In D,C. Thomas F. Bolger, president of the MeHenry State bank, attended the Independent Bankers Association of America's Legislative meeting in the nation's capital Mav 14- 15. The purpose of the meeting was to evaluate pending bank and farm legislation and the effect passage of this legislation > could have on bankers and their customers, Bolger said. Among the topics discussed were the Financial Institutions act, which would change the way the nation's financial in stitutions do business -- amendments to the Emergency Livestock Credit act, flood insurance, emergency housing programs and issues relating to electronic banking. Bolger stressed that bankers must not only keep abreast of legislative issues, they must speak out on them. "Bankers have an obligation to the communities they serve to let elected officials at the local, state and federal level know how planned legislation will effect the people they serve. The IBAA is the national trade association of the nation's rural and community banks. Its membership totals more than 7,000 banks -- some 50 percent of the nation's total. ROBERT J. TRACY FUSSA, Japan - Senior Master Sergeant Robert J. Tracy, son of Mrs. Marie J. Tracy of 4620 N. Spring Grove road, MeHenry, is a member of the enlisted advisory council selected best by Pacific Air Forces. Sgt. Tracy, a com munications equipment repair superintendent with the 1956th Communications group at Yokota AB, Japan, was hand- picked for the council which advises the wing commander on policies affecting Yokota's enlisted members. The council was recognized for its concern for the com munity where it established a carry-out store for base residents, formed Project "HOME" to assist newly- arrived families, and par ticipated in a Japanese- American friendship festival. Council members were also cited for donating clothing, food, money and their off-duty time to local orphanages. Sgt. Tracy, a 1951 graduate of Jefferson (Wis.), received an associate's degree in 1973 from Parkland Junior college, Champaign. Watson, professor of Religion and adjunct professor of Philosophy at Syracuse university, was speaker at the 2 p.m. exercise. An honorary Doctor of Letters degree was presented to Albert E. Anderson, executive secretary of the Board of Publication of the American Lutheran church and general manager of the Augsburg Publishing House of Minneapolis. A 10:30 a.m. Baccalaureate service preceded the graduation ceremony in Neumann auditorium. Day-To-Day State Spending Exceeds Same '74 Period State spending for day-to-day operations during the first ten months of the fiscal year has exceeded the comparable figure of last year by $523 million. Comptroller George W. Lindberg reported in his monthly financial review. Meanwhile, state income from taxes and other sources was $371 million above the ten- month total of the preceding fiscal year, Lindberg said. The present fiscal year ends June 30, 1975. The available balance in the general funds was $284 million at the end of April, 1975, $86 million less than a year ago, the comptroller noted. The major increases in spending have occurred in public aid (up $165 million against a year ago), school aid (up $159 million) and in general operations of state government (up $119 million).
