Q. What will registered voters of Johnsburg School District 12 be voting on? A. There will be two propositions on the ballot to be voted Aug. 16 by registered voters of the Johnsburg school district. The first proposition is to form a unit district, in order to educate students grades K-12 rather than K-8, within the present confines of Johnsburg School District 12. The other proposition concerns bonds for the construction of a new high school. Both propositions must pass before the unit district would become a reality. Consequently, a voter should either vote "yes" or "no" to both propositions. Q. In as simple language as possible, what will it cost? A. It would cost about $8 more in taxes for the average homeowner in the district. It is thought that the average home has an assessed valuation of approximately $13,000. Q. What is assessed valuation? A. Assessed valuation is a percentage of the real value of a house which is determined by your locally elected tax assessor. It is not the same as the real value and generally ends up in the 35-40 percent range of the real value. Q. What is a unit district? A. A unit district educates children in grades K-12 rather than the K-8. The present Johnsburg School District 12 is a K-8 elementary district and has a board of education for its school, and McHenry High School District 156 educates the high school pupils and there is a separate board of education for the whole McHenry area for this district. Should the Johnsburg unit district vote become a reality, there would be one Johnsburg board of education for grades K-12, and the election of a new board of education would be held "forth­ with", according to law. This appears to be within two or three months of the successful referendum. Q. What size high school would result? A. A summary of summary reports concerning high school size reveals that the average size for the United States is 751 pupils, and this is the proposed size of the new Johnsburg high school. McHenry high school presently has enrollment of approximately 2,200 pupils. If the vote is not successful Aug. 16, they plan to hold a referendum in October to suit the needs of 2,800 pupils. Many Chicago area high school districts have broken off and formed new four-year high schools when the original high school enrollment has been in the range of 2,000? pupils, by either the same /district for­ ming a new four-year high school or by -a separate area forming sTnew unit district as Johnsourg school citizens, boand, and administration propose to do. Therefore, Johnsburg voters have an unique choice on Aug. 16 - of either paying additional taxes for the construction of a new high school io the John­ sburg district - or if the vote is not passed on Aug. 16 will participate in a vote for McHenry high school District 156's building plans in October. Q. Is there enoiigh tax dollars in the proposition to do the job? ft. The administration definitely believes that there is enough money in the proposition to do the job. By utilizing a conservative dissolution of funds for con­ struction purposes amount from District 156, State Capital Development board Bond Retirement grant funds, .the amount of bonds in the proposition, and the 10 percent inflation factor over the next five years that the citizens as a component of the feasibility study last winter built into their cost projections - therefi definitely is enough money in the proposition to do the job. The board of education at last Tuesday's meeting asked citizens to consider that there will be only one vote pertaining to this question as a con­ siderable amount of time, ef­ fort, and legal steps must be taken to form a separate unit district. This includes cir­ culation of a petition, a feasibility study chaired by an outside consultant, a hearing before the county superin­ tendent of schools who must rule that it is of the best interest of the area, a subsequent ruling by the State Department of Education (who must concur with the county superinten­ dent's decision if it is favorable), and the overall vote in the area so described. The Johnsburg school board of education also indicated that emphasis should be placed on the fact that voters are voting to form a separate unit district and not just on the proposition to build a high school, as the proposition to build a high school is just one of the two propositions on the ballot.
