Without any intimate knowledge of the complicated and sophisticated financial management of our school district, I think most people could easily understand the absence of financial frugality in duplicating so much of the physical facilities that are serving all of us so adequately now and for the future. The operational efficiency of combining several hundred students at the same time for large group presentations will never be realized as easily in a school of 600 students as compared to one with 2,200 students. If costs are of no concern to you, then, you must also take a close look at the program that a school of 600 students can realistically hope to offer as compared to the program that a school of 2,200 is offering. I'm not making reference to swimming and water polo, but to the diverse academic and vocational courses being offered at present, many of which can only be supported by a school with a large enrollment. The course offerings in the vocational area which involve expensive equipment and machinery, which must be in use constantly in order to be justified, would be severely limited in a school of 600. The whole area of career education must have greater emphasis, not less. "Because I do not live in the northern section of our district, I feel somewhat uncomfortable in making my feelings, known, lest they be misunderstood. I wasn't raised in this area, but have only lived here for seven years. I can only tell you that I have always felt that I represented all of the people who make up our school district, whether they live in Johnsburg, Wonder Lake or McHenry. No person shall be charged with an offense under this ordinance unless such animal on a previous occasion made loud and frequent noises, as aforesaid and written notice thereof was given to the owner or keeper. The aforesaid written notice shall: A. Name the owner or keeper of said animal. B. State the address where said animal is kept. C. State the elate and ap­ proximate time when said animal made noises that alarmed or disturbed a person or persons. D. State the name and ad­ dress of the person or persons disturbed. E. Such notice shall be served by personal service on the owner or keeper of said animal or by registered or certified mail. F. Such notice shall be served not less than five (5) days or more than six (6) months before a person shall be charged with an offense under this section. This ordinance shall not operate to provide for an of­ fense herein under cir­ cumstances when such animal could be normally expected to make a noise, such as a dog barking at the approach of strangers, or when an animal is alarmed or disturbed by unusual circumstances. SECTION 2: PENALTY: Any person violating any provision of this ordinance shall be fined not less than $10.00 nor more than $200.00 for each offense. Operation Health, Inc., the comprehensive health planning agency for Kane, Kendall and McHenry counties, has an­ nounced that its Executive committee will be meeting with representatives of both Lake County Health Services Planning council and the Will- Grundy-Kankakee Com­ prehensive Health Planning council to work out the details of making the transition from the current areas to the new ones. "We have a twofold responsibility in this situation," stated Richard Wissell of McHenry county, President of Operation Health. "We have to be sure that the interests of the people of Kendall county are served in their incorporation into the Will-Grundy-Kankakee agency. At the same time, we have to provide for a smooth merger of Operation Health and the Lake county health planning group." The designation of new health service areas was called for by the National Health Planning and Resources Development act, signed into law earlier this year by President Ford. Under the provisions of this act. Health Systems agencies will be organized throughout the nation to plan for health needs, review proposed health programs, and develop programs where they might be needed. The new law adds regulatory power which had been lacking in the com-, prehensive health planning program, which it replaces.
