Subsequently the Illinois State D e p a r t m e n t o f Education studied the Johnsburg unit district proposal for a month and they concurred with the McHenry county superintendent of school's decision that the total unit district concept was valid, feasible, and in the best interest of the area. Subsequently citizens, board of education, and administration scru­ tinized and refined the financial data further for presentation to the public. There is enough money in the proposal to do the job and the financial figures are valid. Material being distributed in J o h n s b u r g S c h o o l District 12 boundaries by District 156 that the administration and board of education have examined, revealed that the following con­ siderations were not apparently a component of their computations: a. "The same bond retirement schedule is not utilized; b. "Savings in the transportation fund are not considered; c. "The 5 cents savings in the Working Cash fund is not con­ sidered (by state law when one becomes a unit district a school district can levy only 5 cents tax in the Working Cash fund whereas now both Johnsburg School District 12 and McHenry High School District 156 levies such a 5 cents tax). d "Implications from the Illinois State Capital Development Board Debt Retirement for payment of principal and interest on new school construction bonds are not con­ sidered. Once again, it should be e m p h a s i z e d t h a t , although it might ap­ pear to be a large amount of money to a citizen, when a cost of building a high school is spread over the taxing power of the entire J o h n s b u r g s c h o o l district and with the a b o v e m e n t i o n e d dissolution of funds paying for ap­ proximately one-third of the cost, the total amount per taxpayer is not as much in ad­ ditional taxes. The additional amount of tax money appears to be a balance-off in that if the vote is not successful to form a separate Johnsburg unit school district and build a Johnsburg high school on Aug. 16, voters of the J o h n s b u r g s c h o o l district will then still be a component of McHenry High School District 156 and will be asked to expend ap­ proximately the same amount of money for McHenry high school's building plans in then- proposed vote this October. If Johnsburg vote is successful this Saturday, Aug. 16, J o h n s b u r g s c h o o l district voters will not have to vote in October as they will be a separate flnit school flistrict educating pupils in grades K-12 (rather than the present K-8 arrangement). "The board of education and ad­ ministration feel that the past record of J o h n s b u r g S c h o o l District 12 pertaining to accurately projecting a n d a d m i n i s t e r i n g building programs, bond issues,- and. honestly portraying,' financial considerations have been correct and s h o u l d s p e a k f o r themselves."
