The £: big talk in that town is how to spend $2.4 million on outside & athletic facilities. £: It seems several years ago a real sport's fan of Quincy high school died, and left the school a cool million for ::j:j outside athletic facilities. However, like all gifts there was :j:j: a catch to it. The school had to match the million. Well, somehow the school board carne up with the ;:j:i million, and with additional federal grants the amount - now stands at $2.4 million. Now this may seem okay, but if you know the Quincy situation like I do, it is a different matter. The Board of $ Education owns property that at the present, although sitting in an industrial area, has a football stadium that g; % sea is 5,000 people. In addition on the same property they | :j:j: have a baseball stadium, that formerly housed the Quincy Cubs of the Three I League, and that stadium can seat $ about 2,500 people. The Warriors broke out to a 2 to 0 lead in the bottom of the first, but Jacobs with the aid of some faulty fielding by the Warriors scored three in the top of the fourth. The Warriors tied it in the fifth, but the Jacobs nine was not to be denied and won it in the top of the seventh. The agency reports that the aver­ age driving speed on U.S. highways dropped around 5 m.p.h. during the first year of the 55 limit, but that it has been rising ever since. "Drivers have not complied with the limit because they do not believe the benefits are worth the inconveniences," the investigators concluded. GAO thinks that right now, there is no way to spotlight which states are doing a good job of reducing speeding, both by public education pro­ grams and by cracking down on the speeders themselves. It wants the Department of Transportation to work out measures based on what kind of penalties speeders are given, how much effort is made to sell motorists on driving slower, and the actual average speed of vehicles in the various jurisdictions. Then it wants Congress to hold up federal money for highways or law enforce­ ment unless the states have an improved antispeed cam­ paign.
