Two contractors are being given millions to complete the program. The decision to proceed with the effort is an admis­ sion on the part of the gov­ ernment that private auto­ mobile companies, responding to marketplace pressures, will not come up with the ideal passenger car. By pumping taxpayer dollars into the ef­ fort, officials reason that they can pave the way for manu­ facturer acceptance of the advanced designs. Whether that will happen or not, the exercise is inter­ esting because the govern­ ment may find out just how good automobiles can be if their designs are not left to the whim of manufacturers. And it might also suggest how much the driving public will have to pay for the ideal automobile. The Calapan Corp. of Buffalo is getting $5.6 million for its entry and Minicars, Inc., of Goleta, Calif., is receiving $5.9 mil­ lion for a different model. In both cases, the program is focusing on cars weighing less than 3,000 pounds that will permit survival of oc­ cupants in 50 m.p.h. head-on crashes. Joan Claybrook, adminis­ trator of the National High­ way Traffic Safety Adminis­ tration, says the major objective ia "to provide a sound technical data base for future cost-effective safety, damageability and fuel econ­ omy standards, and to en­ courage voluntary adoption of such features by the auto industry throughout the world. The Calspan model will use existing technology for its 2,700 lb. model. It features front-wheel drive for better control, a sidewise mounted engine expected to achieve 20 miles per gallon, improved visibility, passive restraints and tires that can run flat at normal highway speeds. The company will build 17 of the experimental cars for testing. All must exceed cur­ rent safety standards. Minicars' model will be even smaller--less than 2,150 pounds. And it will offer 325 degrees of visibility and a vehicle that appears large on the inside while being no larger than a subcompact in outside dimensions. It is being designed to get 34 m.p.g. with a stratified charge engine. Other power plants, including diesel, will be con­ sidered as well. Designers plan for the Minicar model to have air bags, foam-filled body mem­ bers, a compartmentalized front end that can easily be replaced after an accident and four wheel independent suspension with antiskid brakes. When the Minicar model is following too closely, its radar and computer sys­ tem will sound an alert and even activate the brakes if necessary. Any of these devices may show with experience that they are unnecessary or un­ desirable. But the building of the vehicles seems like a good idea.
