Magnuson, the powerful chairman of the Commerce Committee, wants a national ised no-fault system. But he has modified this year's sub mission to take into account the experience of the 16 indi vidual states that have some sort of no-fault insurance plans already in place. The basic concept of no- fault is simple: have insur ance companies automatically pay for medical expenses and property damages for acci dent victims. Doing so avoids the costly and complicated system of assessing blame after accidents. According to figures gath ered by Magnuson's commit tee, lawyers now get 20 cents of each premium dollar for handling the arguments in tort cases. An additional 18 cents is consumed in adminis trative costs. In fact, for each dollar paid in premiums, in surance claimants get just 46 cents back in damage claims. It would provide for payment, within 30 days, of all reasonable medical and rehabilitation ex penses of each victim up to $100,000 for a two-year period, with an option to buy cover age up to $1 million. Each vietim could also collect up to $12,000 in lost wages and survivors can get $1,000 for funeral costs. Fault-based lawsuits are permitted to seek recovery of other expenses and law suits are allowed for "pain * and suffering" in "wrongful death cases." The lawsuits are also permitted in cases where the victim suffers dis figurement or permanent in juries and when the victim is prevented from taking part in usual activities for more than 180 days. Magnuson ' s p roposa l closely resembles a system now used in Michigan. Ironi cally, he opposes the oibe adopted in his own state of Washington which he says has done nothing to prevent law suits. The most obvious flaw in many state plans, Magnuson says, is that they set the threshold too low. In some states if medical pay ments of more than $200 are sought, the claimants may still be forced to go to court for collection. Previous no-fault plans have died in Congress for good reason: they were not clearly conceived and may have represented a cure worse than the illness. Magnuson's new plan seems a step in the right direction. Transporta tion Secretary Brock Adams is now looking into no-fault too and he is known to sup port some form of plan. This may be the year a good system evolves and is enacted. -- • • Maps A Routings Harder To Find Motorists used to be able to rely on gasoline stations as a handy source of road maps, but the service is getting more and more difficult for a traveler to find. Many oil companies no longer distri bute state-by-state maps, and even those dealers hooked up with companies that still offer maps do not have an up-to- date stock on hand. With Interstate construction fill ing in gaps in the network and other highways being rerouted, j older n**y mislead drivers. • Exxon, Texaco, American Oil, and Standard e£ Ohio, however, still produce road maps. These companies, in addition, still offer another travelers' service no longer common: routing advice. Va cationers who write head quarters of any of the four in advance of a trip can get back not only maps for the en tire area, but also suggestions for the fastest--or the most scenic--way to get to a desti nation and back home again. Some of the companies will even include sight-seeing bro chures from areas along the route, if asked for them. Another planning help for summertime vacationers is also disappearing from oil company policies--but has not yet completely vanished. This is the hook-up that lets a gasoline credit card be used for a host of other pur chases. Gulf Oil cards can still be used for rooms and meals at Holiday Inns; the * two had announced that the charge arrangement would be ended, but at the last minute decided to keep it go ing. Sohio has a similar link with Best Western and Travelodges. Exxon has the longest roster of motel chains where its credit card can be used: Howard Johnson, Ra- mada, Marriott and Best Western. . Continental Oil has a plus for its credit card holders that may be unique: the right to cast a personal check for up to $30 at any Conoco station with enough cash on hand. Momentary Lapse Causes Crash > "I only took my eyes off the road for a second," the sur viving accident victim ex plained. Not an uncommon practice considering the cars and highways we have to day, observes accident re searcher Haskell B. Schultz. "The car was veling 60 miles per hour, as . ^s the oncoming car, so the two ve hicles were racing towards a collision at some 200 feet a second," Schultz estimates. "It was a momentary distrac tion--a fraction of a second and a swerve across the cen ter lines." Today's driving conditions encourage a false sense of security, Schultz warns. "At 50 or 60 miles par hour it is irresponsible to fiddle with the radio, light a cigarette or anything at all distracting-- at least not in the face of an approaching car." •**
