The plan was developed to bring Illinois in compliance with part B of the Education of the Senior Citizens Handicapped act 'Public Law 94-142). State Superintendent of Education Joseph Cronin says. "Approval of the state plan means another step has been taken to assure handicapped children in Illinois of a free appropriate public education " HEW guidelines state that the Part B of 94-142 funds will be used by local and state agencies to serve eligible children who are not currently receiving needed special education services and to ex­ pand and improve present services for these children According to Joseph Fisher, assistant superintendent of the Illinois Office of Education's Department of Specialized Education Services. Illinois is one of only a few_gtates to have a plan approved4)y HEW. For Fiscal Year 1979. the state will receive about $34 million under Part B of 94-142. The $34 million was anticipated in the current FY-79 budget for special education and does not represent an increase in funds. David B Monson. acting director of the Illinois Department on Aging, has announced. Through the grant, the McHenry county nutrition program will provide 200 meals daily at five sites. The overall program budget of $131,144 includes $48,644 in anticipated voluntary contributions from the diners themselves and from other local resources; $14,500 through the U.S. Department of Agriculture food and com­ modities program; and the $68,000 Title VII grant issued by the Department on Aging. Monson said the chief pur- of the nutrition program is courage the elderly to get put of their homes and enjoy nutritious low-cost meals in the company of friends and neigh bors. Supportive social services such as transportation, nutrition, education, home- delivered meals, and in­ formation and referral are an integral part of the program.
