HB 1362 is about to be proposed for passage. It states: "Ex­ periments upon animals. No cruel experiment upon any living animal for the purpose of demonstration in any study shall be made in any public school, etc. The law has read up to now that "No experiments shall be performed at all. They are now planning to change to read that "no cruel" ex­ periments may be peformed. Our objection, and those of our colleagues in the humane field is that this addition of the word "cruel", can cause that word to become a reality in the classroom. You know that it doesn't take an expert in human nature to understand that the word "cruel" can be interpreted in many different ways, to many different people. We are in the process of looking for an old farm house, which we can fix up on our own, to act as a shelter in McHenry county. Vincent T. Reagen, In­ surance Information Institute Illinois committee chairman, said adjusters are working on the thousands of claims a quickly as possible, but their ranks had been stretched by the emergency situation in Texas and other western states following the devastating tornadoes of the past week. "It is standard procedure for the industry to assign catastrophe teams of adjusters to heavily damaged, high priority areas," he said. "In areas like the west and mid­ west, where there is extensive property damage, we have additional adjusters on hand to assist the public in getting the claims paid." The winter storms and spring tornadoes, he pointed out, had severely strained claim department staffs and facilities. Mr. Reagen, general manager of Aetna Life and Casualty in Chicago, added preliminary figures of the tornado's insured losses, as estimated by the Property Claim Services division of the A m e r i c a n I n s u r a n c e Association, had been set at $233 million. "Adding to the problem here in Chicago is a shortage of contractors to work on our winter losses," he said. "Many policyholders are finding that even with their insurance check in hand, they can't find con­ tractors to make the repairs because the demand has been so great." Mr. Reagen said losses from Chicago's "Blizzard of '79" were still coming in at a tremendous rate, with some companies registering as many as 200 claims a week. "These late claims are the result of not only our wet spring," he said, "but now that people can start getting outside they are discovering damage previously overlooked." Although it is still too early to know the exact amount of in­ surance claims paid by the companies, the committee chairman said some estimates indicate the losses will be well above $100 million, possibly exceeding $150 million.
