Perspective A DIFFERENT WATERGATE STORY By RONALD REAGAN Another Watergate book? Yes, but Maurice Stans' book, "The Terrors of Justice," is a different kind of Watergate book, and one that warrants serious attention. Stans joined the Nixon ad­ ministration as its first secretary of Commerce. Dotting the 1968 campaign, he had served the Nixon effort as head of its finance committee. He did his job so well in 1968 that, when it came time to get the campaing ball rolling for 1972, Stans was persuaded to leave his position at Commerce -- a job he liked -- to serve as chairman of the finance committee for the Nixon reelection campaign. What followed is well-known history. But, it is history Stans would like very much to correct. Many Americans associate Maurice Stans with that amorphous mass of crimes and indiscretions known as Watergate. After all, he raised the money in what was the most successful political fund raising effort in U.S. history. His named rolled off the excited tongues of many of newscaster during the days of the daily fever-pitched reports on Watergate. He went to trial in New York on conspiracy and perjury charges along with former Attorney General John Mitchell. Is this book another of the groveling apolgies we have come to expect from Watergate figures? Not on your life! To his credit, Stans refuses to let his book fall into the pattern of earlier ones on Watergate. Books such as Jeb Stuart Magruder's "An American Life" and John Dean's "Blind Ambition" are melodramatic sagas of how good, wholesome American bo$s went bad. I played the game by the rules, they seem to be saying, but this is where I went wrong: the American system pushed me too hard, made me too am­ bitious. In Magruder's case, he actually suggests that the responsibility for his actions rest on the shoulders of his college ethics teacher. Stans engages in none of this. He rejects the temptation .to embellish his personal story with* the trappings of pop sociological explanations. There is a minimal amount of personal biography and none of the usual glossy photographs which celebrate the Watergate protagonist in each stage of his typically American life. Instead, Stans gives us a refreshing account and analysis of Watergate based on documented facts and a step- by-step unfolding of the various episodes which have been erroneously lumped together as "Watergate". The book offers constructive criticism to the so- called (and often self- proclaimed) heroes of Watergate: the prosecutors, the press, and even Sen. Sam Ervin and Judge John Sirica. Stans' primary theme is that Watergate should not be examined only as a political scandal in which the "good guys" finally prevailed over the "bad guys". Watergate was also an episode in which the lives of many innocent in­ dividuals were disrupted. He exposes the tactics of the Ervin committee, which he said had a u n i q u e t w o - c a t e g o r y classification system for witnesses: you were either "guilty with penitence" or "guilty without penitence". Those who were willing to come before the committee and the national television audience and bend over backwards to admit their guilt were'treated well by the chairman. But those who had the nerve to insist on their innocence, as Stans fdid, were subject to plainly abusive treatment. Stans' book also provides an excellent discourse on the ways and means of one of the most controversial aspects of American politics - campaign financing Stans states his case aggressively: the solicitation of campaign funds is a job that has to be done, and can be done honestly. Stans reviews the sorry performance of some news media during the Watergate years and suggest "the creation of a really effective n a t i o n w i d e v o l u n t a r y mechanism for self-discipline by the media. Just as the professions of law and ac­ counting and medicine have their uniform codes of ethics, whic^i they themselves police and enforce, so should the press and the electronic mass communicators."
