Now however we find that the sole purpose is to rid oneself immediately of this intruder. Due to the length of time and paper work involved 1vith using HP as a means to that end, people are calling on us less and less. HP is also falling victim to some very unsavory folks. They avail themselves of HP services. Through HP they adopt out their pet and then keep the fee given them (if in cash), never to be seen by HP. We, of course, must honor this adoption by paying for the spaying or neutering of the pet as we had promised in good faith...thus, money is lost which would be used for further services. We are now in the process of revamping Qur services to eliminate this possiblitly. Helping Paws never had to do this before. A major source of help now has gone almost exclusively to stray and injured pet...of which there are many. Many a good home-owned pet, which might be adoptable, has lost its life in the vet's office or on the highway because there is no place, for these in-a-hurry people to bring their pets. A small shelter to start would help, but it seems that few feel this way. It's frustrating continuing from day to day in the hope that someone will care enough to lend Helping Paws a helping hand. DOGS FOR ADOPTION The adoption fee for all dogs includes the cost of the spay or neuter surgery from a vet of our choice or a deduction from the original cost of the surgery from a vet of your choice. However, Bergland urged all foreign land owners to report as quickly as possible to comply with the act. Bergland said some foreign owners of small tracts of U.S. agricultural land may have had difficulty in obtaining in formation and forms on the reporting requirement. Those who fail to file by the deadline are technically in violation of the act. However, the depart ment will be reasonable in dealing with those who hold small tracts of agricultural land. The purpose of the act, Bergland said, "is to gather information on how much farm, forest and timberland is owned by non-U.S. citizens. It is not to prevent ownership or to penalize foreign owners. We will give every consideration to late filers, based on cir cumstances causing the delays." Under current law, foreign owners of land used for agriculture, forestry or timber production in the past five years must report the extent of their holdings. Holdings of less than one acre that produce less than $1,000 in annual gross sales for the owner's personal or household use . need not be reported. Those purchasing land recently have 90 days from the date of purchase to report. Further information on the reporting requirements is available from county offices of the Department's Agricultural Stabilization and Conservation Service (ASCS). Foreign owners of U.S. agricultural land should contact the ASCS office serving, the county in which the property is located. Information concerning the location and phone numbers of county ASCS offices may be obtained by calling (202) 447- 7421. lilllf k SPLASHING...
