Waukegan Agrees On First Contract After more than 26 bargaining sessions, which began in April of this year, Local 2837 of Council 31 of the American Federation of State, County and Municipal Em­ ployees and the City of Waukegan announced they have agreed upon a three-year contract. The contract, which is the first ever for the City of Waukegan, covers certain non- supervisory employees in the Public Works, Water Works, Animal Shelter, Parking System and Police depart­ ments. The three-year pact includes wage and wage- related fringe benefits in­ creases of 61 cents per hour for the first year, 59 cents the second year and 67 cents for the third year.
