Elderly Get Priority In Energy Aid Program Highest priority will be given to the elderly under the Federal Government's emergency energy assistance program this year, Rep. Cal Skinner, Jr. (R- McHenry County) has discovered. The program's goal is to enable state government to assist low income households with their energy expenses by making funds available to the states. The great increase in the price of fuel, particularly oil, and an anticipated severe winter make the program especially timely. $250,000,000 has been ap propriated for the program nationally, of which Illinois will receive $13 to $16 million. The President has indicated that he will ask Congress for an ad ditional $150,000,000. Within fifteen days Governor Thompson should make ap plication to the Regional Community Action office for Illinois' grant. At the time of application, the Governor will provide a timetable for fur nishing services at the local level. In Illinois, the program will be administered by the newly formed Division of Community Services. Although the' method of local administration has not yet been determined, it is anticipated that the program will be decentralized, ac cording to George Dinges, Director of the Division. Representative Skinner said that the Community Services Administration has come up with the following guidelines: 1. The program will run from October 4,1979 to September 30, 1980. 2. Income eligibility is based on a maximum annual income of $4,250 for a one person, non- farm household. An additional $1,375 is allowed for each household member. 3. Highest priority will be given to the elderly. In making this information available, Skinner explained that this is the fourth year that an energy relief grant program has been provided for low in come families. Skinner encouraged all families who believe they may be eligible for this assistance to watch the media for further information.
