Special Food Stamp Rule Helps Assistant Secretary of Agriculture Carol Tucker Foreman announced a new food stamp rule that will make certain elderly and disabled food stamp users eligible for increased benefits. "Under the new rule, elderly and disabled food stamp recipients will be eligible to deduct high medical expenses or exceptionally high shelter costs from their gross incomes," Foreman said. "These deductions will have the effect of raising their food stamp benefits." The new rule goes into effect nationwide no later than Jan. 1, 1980. States will have until Dec. 15, 1979 to notify elderly and disabled food stamp users that they may be eligible for in creased benefits. In making the an nouncement, Foreman noted that the elderly and disabled who are already using food stamps will need to apply for the increased benefits at the local food stamp office. "The new rule is particularly timely now," Foreman said, "because the increased benefits they will receive, if they apply and if they're eligible, will help these families offset the increased costs of heating their homes this winter." Public Law 96-58, enacted Aug. 14, amended the Food Stamp Act of 1977 to allow deductions for monthly medical expenses exceeding $35, and shelter costs exceeding 50 percent of adjusted income, for all persons aged 60 and over and recipients of Supplemental Security Income or disability benefits under Title n of the Social Security Act. Prior to this amendment, the 1977 Food Stamp Act eliminated medical deductions and placed a limit of $90 a month on the amount of shelter coate households could claim. ^ As a result of the Food Stamp Act, several million persons with higher incomes received reduced food stamp benefits, or had their food stamp benefits terminated. "A significant number of those whose benefits were reduced were the elderly and disabled," Foreman said. ['As a result, Congress passed Public Law 96-58 to assure that the benefits of the elderly and disabled were restored to their earlier levels." Foreman said that because of the emergency nature of this amendment-namely to give elderly and disabled persons relief from high medical and utility costs-the agriculture department moved swiftly to implement the new rule just forty days after it was enacted. The new rule pertains only to elderly and disabled food stamp users, and not to other food stamp users. Foreman said that over half of all food stamp participants make less than $3,600 per year and the average food stamp benefit per person per meal is 36 cents. ' - ---- The amendment is being issued as an interim final rule to allow state agencies time to meet the law's Jan. 1, 1980 implementation deadline. However, public comment is Solicited and will be Idered for possible future revision of the rule. Because vary few people have the courage to do what needs to be done; namely, to initiate open, honest communication. Recently the Christophers conducted a national survey in which 3,000 high school students were polled on their attitudes toward their church. One question was: what at tracts you least about your church? The winner by a large margin was "the Sunday, sermon." I think a large per centage of the adults would agree with this view. How do you reach the preacher? Very simply, you write to him. Tell him your reactions, your feelings about his ideas, his delivery. Be constructive and positive, but don't pull punches. The purpose is not to vent your emotions but to improve the quality of preaching in your church. Let preachers know there's someone out there listening. Preaching is an art that can be perfected through hard work, but it is also a mysterious revelation of the heart. There are some preachers who simply don't know how to grab a good idea and deliver it. They need help to learn how. Others have the gift but they fail to develop it; they do not prepare well enough or they lack passion, fire, conviction. But all of them are capable of touching hearts if they desire it and pray for it. The listener, needs to be tempered, however, with a large dose of realism. God's gifts are not distributed equally. Some preachers try very hard but the results are discouraging. Yet their faith comes through. They need our love and support. Flannery O'Connor recommends both charity and realism when she says: "To expect too much is to have a sentimental view of life and this is a softness that ends in bit terness." To this the Christophers add: "It is better to light one candle than to curse the darkness." • *** It isn't always easy to borrow money but it's usually a lot easier than repaying the loan.
