The men are Ken Kunzer of McHenry, director of Support Services for the Youth Service Bureau (YSB) for McHenry county, and Robert G.Lambourn, executive director of the McHenry County Association for the Retarded (Pioneer center) . .. Kunzer was named to the post of executive director of the USB by unanimous decision of the agency's 12- member board. Lambourn was appointed a member of the Com­ mission on Mental Health a n d D e v e l o p m e n t a l Disabilities by Governor James R. Thompson.The 19- member commission is comprised "of six members from the House of R e p r e s e n t a t i v e s , s i x members of the Senate and seven citizens from the State of Illinois, three of whom are appointed by the governor. T h e c o m m i s s i o n ' s primary responsibilities include reviewing all plans and policies of the Depart­ ment of Mental Health and Developmental Disabilities (DWH-DD) and all other plans which affect the areas of mental health, develop- m e n t a l d i s a b i l i t i e s , alcohoiism, and drug ad­ diction; and the impact of these plans on services provided by local govern­ ment, school districts, and private agencies. The commission is also responsible for monitoring DWH-DD and all other such agencies with respect to the delivery of direct services, aministration of grant and purchase of service programs, agency licensing, and appropriate use of state and federally appropriated grants and private grants used by DWH-DD and the other agencies. Since assuming the posi­ tion of executive director in 196?, Lambourn has witnessed the growth of Pioneer Center from a small work activity center to a comprehensive array of educational, vocational and residential services to developmental^ disabled children and adults, beginning at birth. "It is through the cooperation of the citizenry of the community, our local public officials, and dedi­ cated professionals, that has enabled the growth of ser­ vices in McHenry county. I shall look forward to working cooperatively with the sincere and dedicated members of the commission who have demonstrated their interest in „ fostering services to our develop- mentally disabled citizens throughout the State of Illinois," Kunzer is a native of McHenry county and a graduate of Marian Central high school and Western State college in Gunnison, Colo. He has served the YSB since its inception in April, 1976, in several ad­ ministrative capacities. Prior to this he had spent three years as a juvenile officer with the McHenry Police department and was also employed as a probation officer for the McHenry County Court Services. The appointment came at a time of expansion for YSB,' as part of the newly com­ prised^ McHenry County Comprehensive Mental Health Service system. The system, partially funded by a large National Institute of Mental Health grant, has enabled the YSB to open two v^new^ outreach offices in CrystafLake and McHenry, and increase services from the main Woodstock office. As part of its "School B a s e d P re v e n ti on.- Intervention" project, the YSB is able to offer multiple c o u n s e l i n g , o u t r e a c h a n d referral services in addition to its community and out­ door education programs. Sixty- two proposals were entered in the solar energy category, eleven in dnergy-from- biomass,five in wind, four in hydroelectric. thre<6 in recapturing waste energy and 20 in systems that would combine various energy technologies. The state funds were appropriated from the Illinois Coal and energy D e v e l o p m e n t B o n d f u n d , which ultimately will make a v a i l a b l e $ 5 m i l l i o n f o r a l t e r n a t i v e e n e r g y development and $65 million for coal development.
