Although the Twins seem to lose their best players year after year, they keep improving. Part of this is the mana­ gerial genius of Gene Mauch. But part of the credit must go to Cal Griffith, the much-maligned Owner of the - Twins. The Twins can't match salaries with free- spending clubs. Thus great players like Rod C.arew grav­ itate away, and eam bigger salaries. Yet here is Minnesota, again looking good in spring training, after having lost more top players again. The Twins annually manage to come up with good pitching and they always-in recent years-have been a good hit­ ting club. So they're quite often contenders, while other clubs, some in better markets, are not. Can Billy Martin work a similar magic at Oakland? Can Billy, who has always developed a competitive club, do that with the limited attendance (and revenue) at Oakland? It will be interest­ ing to see if he can. Only a decade ago Oak­ land was a baseball power. Of late, they've fallen on evil days, to put it mildly. And so has Billy. 1 Yet Martin has always come up with an interesting team-and exhibition games thus far indicate he may do it again, at Oakland. If he does, could one further doubt his managerial talent. If eligibility requirements are met, VA will pay for your training to use the dog and will provide medical care for the dog. Q - Can a school be held liable for veterans' in­ dividual educational overpayments? A - A school is potentially liable for overpayments directly resulting from false certifications of registration or attendance or failure to report changes in the status of veterans attending the school. Q - I am a Veterans Ad­ ministration work-study program student but I am forced to withdraw from all my classes. May I work out the remaining hours of my contract? A -- Yes. You can work out those hours of unperformed service for which you received advanced payment. Q -- How much will the Veterans Administration pay for a tutor for students receiving VA educational benefits? A - The monthly maximum is now $69 with an overall maximum of $828. Tutorial assistance does not "affect basic educational benefits entitlement. Q -- Under the Veterans Administration Dependents Educational Assistance Program, may the child of a permanently and totally service disabled veteran take on-the-job training or enroll in a correspondence course? A - VA will pay for on-the- job training for eligible dependents in this category, but there are no provisions for paying for their correspondence courses. Q - If a veteran dies before a home loan guaranteed by the Veterans Administration is repaid will VA pay off the balance? A - No. The surviving spouse or other co-borrower must continue making the payments. However, mortgage life insurance, available from private companies, can provide protection against a survivor inheriting large monthly payments. Q - I waived a portion of my military retired pay to receive Veterans Ad­ ministration compensation. If I receive a VA clothing allowance due me because of my prosthetic devices, will it also be deducted from my retired pay? A - No. Veterans receiving retired pay are not required to waive any portion of it in order to receive the VA clothing allowance. Q - My wife and I are both veterans. May we acquire property jointly, combine our entitlements, and in­ crease the amount of a home loan guaranteed by the Veterans Administration? A -- Irrespective of the combined entitlement VA will not guarantee more than 60 percent of the loan. Q - I am a Worl<| War II veteran and am now 65 years of age. Do I automatically qualify for a Veterans Ad­ ministration pension? A - No. You meet the age and wartime-service requirements. However, you must also meet the income and net worth requirement. Taxpayers would be relieved from paying tax on interest dividends received from banks, savings and loans associations and credit unions, under terms of the bill . Schaffer is co- sponsoring. Interest on savings totalling up to $100,000 would be included in the state in­ come tax exemption. "Research indicates that Americans have been saving much less of their income in recent years," Schaffer explained. "This tax break would be an incentive to save and help battle inflation. "Taxing people's savings is really a form of double taxation. They are required to pay income tax on their salaries, then are forced to pay more on interest income from the money they've been able to save. This legislation would encourage rather than discourage thrift," he said. Schaffer is sponsoring the bill with Sen.
