BUDDY'S WORKSHOP I VA News | The Veterans Ad­ ministration's legal office in Chicago has begun a state­ wide effort to collect debts of $600 or less owed to the VA where the veteran has not m a d e r e p a y m e n t arrangements, District Counsel John Mears said recently. The action by the VA is being taken under authority granted to it by the Department of Justice. According to Mears, most of the money owed to the VA is the result of educational overpayments to veterans attending school under the GI Bill. There are thousands of educational overpayment cases in Illinois, representing debts of over two million dollars, Mears said. Before a suit is filed, the Chicago District Counsel's office notifies the veteran by letter of his or her in­ debtedness. Mears emphasized that the veteran has 30 days in which to respond to the letter before court action is taken. Before the authority was granted to permit the VA to collect these debts, action on debts owed to the VA of $600 or less was terminated if the VA's administrative ^taUection efforts were un- Debts of over $600 were, and still are, referred to the Department of Justice for collection, the District Counsel said. The chicago District Counsel office, located at 536 S. Clark street, is one of ten pilot district counsel offices in the United States now authorized to litigate debts of $600 or less owed to the VA. Can I do anything to keep the edges from curling? Double srick carpet tape will hold the carpeting to the floor and prevent the edges from curling. The tape may leave marks on the floor when the carpet is moved. These marks can easily be removed by using a liquid cleaning agent and steel wool. I have trouble keeping the shower door channels dean. A form of mildew is always collecting in the corners which are hard to clean. What causes this and how can I prevent it? Mildew is caused by insufficient air circulation. Scrub the channels with a mixture of 3 parts water and 1 part cholorine bleach. Keep the channels wet with the bleach mixture for ten minutes then rinse. Apply the bleach mixture again but this time allow the mixture to remain on the surface. Rates Declining The History Of Smoking Tday nationwide rates for teenage girls and adult women are declining, says the American Lung association in Illinois. BUt they are not declining as fast as smoking rates for boys and men. - Nationally, less than one- third of adult women smoke, says Robert Oakes, president of the Lung association in Illinois. Among teenagers, only about one-eighth of girls smoke. "Today more an dmore emphasis-for both women and men-is on being healthy, on keeping fit and exercising by jogging, biking, playing tennis, backpacking. Cigarette ads play up these themes and try to convey the message that smoking is associated with health and the great outdoors", he says. "In reality smoking is associated with~in fact, is a major cause of-death and disability." The history of smoking among women is a fascinating and complicated story of shifting taboos and styles, says Oakes. Smoking was virtually unknown among women before the beginning of the twentieth century. "Tobacco chewing- and spitting-was by far the most popular form of tobacco consumption. Spitting was totally unladylike. As spitting came to be suspected of spreading germs, including TB, it came to be viewed as repellent even for men. Then, the smoking of cigarettes became popular in this country." For the first several decades, after the turn of the century, cigarette smoking for women was considered daring, racy, fast. Actresses and so-called women of the streets flaunted smoking as a way of defying the social conventions of the time. During the 1920's, flappers also expressed tfieir defiance of convention by smoking in public. During the npxt decade, the advent of "lalking" movies-and an upsurge in cigarette ads aimed at conventional and un­ conventional women alike- created a new king of bombardment of images that revolutionized social attitudes. Actresses such as Greta Garbo and Marlene Dietrich with their slender, glamorous cigarette holders projected images in a way impossible before the in­ vention of movies. The invention of television created another powerful medium that could inundate an entire society with all kinds of images, including cigarette ads. "Women took up smoking at least 25 years after men, and the statistics of death and disability for women smokers are just now beginning to catch up to those for men smokers," says Oakes. Today smoking has become an equal opportunity tragedy. But rates for women and girls are now beginning to follow the declining smoking rates of men and boys.
