Jack Schaffer, <R Cary), announced recently that the Senate has passed a bill under his sponsorship which would create the Chain of Lakes-Fox River Waterway Management agency The measure is now before the House of Representatives "The purpose of my bill." said Senator Schaffer. "is to improve the waterway in such ways as flood control, boating fishing, swimming, and to promote improved water quality in general "One of the unique aspects of the bill is that there will be no tax burden at either the state or local level except that the agency may charge a user fee in the form of a r e a s o n a b l e ' b o a t registration fee and boat launching fee". The agency would be forbidden from imposing any other tax In addition, at least 75 percent of the money collected from the user fees would have to be used for dredging, water quality projects, and other hands on projects to improve the waterway This prohibition would prevent the use of these funds for a large ad­ ministrative overhead, consultant fees, and ad­ ditional studies Copies of the bill < SB 1174) Can be obtained by writing to Room 309H.
