It's a side of Halloween not often reported about nationally. The girl, dressed as a ghost, ran across the street to join her friends on the other side. The car which struck the child was travelling about 25 mph and witnesses said the driver had no time to brake. It was just turning dark. A ghoulish Halloween story of a traffic kind. The National Safety council advises trick-or- treaters to look both ways before crossing the street. The little girl was struck by an eastbound car that she never saw coming just after she had passed behind a car going the other way. Drivers, too, should be extra cautious on this night. Other Halloween safety tips for trick-or-treaters and their parents from the Council include: ...Cross the street only at intersections. Wait for the walk sign or until a car has come to a complete halt at the stop sign before crossing the street. ...Walk, never run, across the street. ...Carry a flashlight and use it to light your way in the dark. ... Little children should be accompanied by older children" or their parents on their trick-or-treating rounds. It's best to go before dark. ...When at last the bag of goodies are brought home, parents should look over the contents and examine them carefully. Parents who have prepared their child for safety by sewing reflective materials into his or her costume, should also prepare the child for street safety, the council says. The Veterans Ad­ ministration will soon be opening 28 new vet centers around the country in a major expansion of the popular readjustment counseling program for Vietnam era veterans.
