Ralph Waldo Emerson FAMILY SERVICE MEETING The Family Service and Community Mental Health Center for McHenry County will hold its regular board of directors meeting Wed nesday, March 17, at 7:30 p.m. in the McHenry office, 4302-G West Crystal Lake road, McHenry. The public is invited to attend. Illinois is geographically located at the northeast edge of the most tornado prone region of the world. Since 1950, an average of twenty- five tornadoes have touched down across the state an nually, although there have been as few as four in 1952 and 1933 and as many as 107 in 1974. Thirty-three tor nadoes hit Illinois in 1961. Each of the 102 counties has been hit by at least one tornado during this period and eight have had more than 20. The months of April, May and June account for 50 percent of all tornadoes since 1950. Although the life of a tornado is short and its destructive path small, while it is on the ground, a tornado can cause con siderable destruction of property and a heavy loss of life. The rotary winds of a tornado can exceed 300 mph, and they are capable of destroying solid buildings. A tornado can make deadly missiles out of innocent items such as a piece of straw, uproot large trees, and can hurl people, animals and heavy machinery for hundreds of yards. I Real Estate Facts | by Yvonne Beer Legislation repealing the controversial "Family Rental Tax" was signed into law in December. The new legislation removes tax penalties against owners who rent to family members. The problem stemmed from passage of the Tax Reform act of 1976 which was designed to prevent taxpayers from deducting personal expenses by identifying them as business costs. Among these provisions were limitations on the personal use of rental property by taxpayers. On Aug. 7, 1980, the In ternal Revenue Service (IRS) issued proposed regulations that disallowed normal tax deductions on property rented to family members. For example, if an owner of a condominium rented it to his mother, even at prevailing market rents, the owner was penalized at tax time by being prohibited from taking normal deductions exceeding the rental income. On the other hand, if he had rented the same unit to a total stranger, he would be allowed to take unlimited deductions for depreciation, repairs, maintenance, condominium association fees, mortgage interest and property taxes. The National Association of Realtors said the IRS regulations constituted "unwarranted discrim- i n a t i o n " a g a i n s t families, and that it was never the intent of the law to penalize persons for renting to family members. Legislation removing the "Family Rental Tax" will affect thousands of real estate owenrs. Property owners can now claim full operating ex penses and depreciation deductions on houses rented to family members at fair market rates provided the renter uses the house as a principal residence. The change in the law allows those who did not take the full deductions to file amended returns and claim refunds for open tax years after 1976 - typically three years from when a return is filed. Qualified relatives include a spouse, parents, grandparents, children, brothers and sisters. Additional information on the modification of the 1976 Tax Reform act treatment of family rentals can be ob tained by calling your local Internal Revenue Service office Subscribe McHenry Plaindealer FIND MAN DEAD Sheriff's police in vestigated the death Thursday of 58-year-old George Schuett of 2401 Edgewood Lane, McHenry, who was found on his bed by family members.
