Accountant Tom Yapelli of Yapelli Ketchmark Co., Crystal Lake, reported that the village had 91,279,546 in assets as of April 30,1662. In short, he told the board that their financial picture is bright -- except for the water and sewer fund. Being an "enterprise fund," it is supposed to pay for itself through service rates and hookup feea. It's not. In fact the board has been forced to subsididize it from the general fund. By the end of April this year, the water and sewer fund showed a balance of 810,399. However, after depreciation expenses were figured in the savings turned into a loss of 917,003. This deficit is 95,135 less than laat year, but still a sizeable figure. In order to nullify the affects of capital depreciation during the first quarter of 1991 Richmond raised sewer rates. Water rates Jumped from 97.50 for the first 5,000 gallons to 812. Between 5,000 and 10,090 gallons It increased 30 cents per 1,090 gallona, and a quarter per 1,090 gallons for customers using over 10,000 gallons during a three-month period. Sewer service rates Jumped from 91.30 per 1,000 gallons of metered water to 91.60. Non-metered service jumped 910 per quarter. Village Preeident Bruce Hunter admits the board was inexperienced in compensating for depreciation expenses. They thought the increase would suffice. It didn't. The idea is to make enough money to cover operating expenses plus depreciation. Hunter asked the board to considar patrirg an ordinance restricting hookup feea for use in replacing equipment. According to Yapelli, the combined waterworks and aewage systems have a life of 40 years, equipment 10 years. "If you don't do it now, somewhsre down the line the system is going to get much worse," Yapelli warned. Inflation too must be taken into account. Hunter said that the dif­ ference between what the equipment coat when it was purchased and Its replacement cost should be picked up by the federal government. But with current cutbacka, grants might dry 'ip. This would place an even greater burden on the taxpayer. Yapelli noted that this problem is by no means confined to Richmond. In Woodstock, as of May 1, sewer rates jumped from 81.20 to 91.96 per cubic foot each quarter. Water increeaed from 64 cents to 91.13 per hundred cubic foot, up to 3,500 cubic feet. McHenry's sewer rates climbed in July from 75 cents to 81.36 par 1,666 gallons per month.. This includes a 66 minimum charge, an incraaae of 84 over laat year. "We have to take a very hard look at this," Hunter said. "Right now we're ok, but don't get hailed into a false sense of security." In related matters, the board reached a consensus that It would not make exceptiona in commercial sewer feeu baaed on the alas of the operation. The commerical est vice charge will remain 91,900, plus a 9666 connection fee and 915 for inspecting the work. Trustees Mark Cunningham and Terry Michmershuisen pointed out that the same service must be provided, regardlees of size. Also, Hunter pointed out that thoae residents wishing outside water meters can have than installed at a coat of 835.
