They charge that owner Arnold N. May has deceived the public, despite Illinois Environmental Protection Agency (IEPA) officials' insistence that the operation follows permit guidelines. The operating permit, issued in February 1981 by the IEPA, expires on Feb. 1,1986. A supplemental water pollution control permit was issued on Nov. 25,1981. The latter allows May to receive 11 million gallons of sludge per year from Abbott Laboratories, North Chicago. The supplemental permit also | requires that the application "not lexceed the agronomic nitrogen demand of the crop grown." It expires jFeb. 1, 1986. The main permit also lists a number of guidelines concerning sludge ap­ plication: --It is not to be permitted on sites "intensely wetted" by rainfall within the preceding 24 hours, sites within standing water or on sites while it is raining. It is also a violation to apply sludge on ice- or snow-covered land. --It shall not be applied to land which lies within 150 feet from wells or other water suplies and 200 feet from surface water. Sludge cannot be applied to soil with a ph below 6.5. --It cannot be top-applied to far­ mland having a slope greater than 5 percent nor injected into farmland with a slope greater than 8 percent, unless the yearly soil loss is less than five tons per acre. If sludge is applied to farmland with a slope greater than 8 pecent, it must be injected, not applied on the surface. --Monitoring wells are required and samples analyzed monthly for: nur fen, phosphates, chloride, sulfide, x)tassium, fecal coliform and ph; and analyzed tri-annually for: chromium, copper, iron, lead, nickel, mercury, manganese, cadmium and zinc. The tests are conducted by Gulf Coast laboratories, Inc., in Park Forest South, 111., through May, and are sent to the IEPA.' The IEPA may file a complaint with the Pollution Control Board for supension or revocation of a permit if it is discovered that the permit ap­ plication contains misrepresen­ tations, misinformation or omission of relevant facts were not disclosed, upon findings that any standard or special conditions have been violated or upon any violation of the En­ vironmental Protection Act.
