Juries. OoCcL *Z7aCi El 1 FIFTY YEARS AGO (Taken from the files of January 26, 1933). For the benefit of the building fund of the projected new Catholic school, the Belles of St. Mary's and St. Patrick's parishes, with the young men of this city, will present a min strel show at the Community high school. Rehearsals have been under way for some time under the direction of Charles F. Pich, assisted by Miss Dorothy Knox as accompanist and a most enjoyable performance may be expected, which will be a credit to all participants as well as the city of McHenry. Miss Maud Curr, McHenry song writer, has just added another song to her repertoire of selections that she has composed. Her latest work is a sacred selection entitled "Prevailing Prayer" and is beautiful in its har mony and thought. It is written both for the organ and piano and, no doubt, will be used much in church work. Miss Curr has written several songs as well as a book of poems and this vicinity is proud of her and her ac complishments. FORTY YEARS AGO (Taken from the files of January 28, 1943). Added to the many wartime courses instituted this year in the high school is one to be taught next semester on Morse Code. Arrangements had been made to assemble and distribute to schools an instructional kit for teaching basic radio code. This kit has been received by Supt. C. H. Duker and includes 17 double-faced records, an instructor's manual, 50 printing charts and 25 practice sheets Mr. Duker learned Morse Code during his first year of teaching in the last war, and his knowledge of the course should make the work easier for the students. Before entering the service Oct. 15, Corp. Norbert J. Smith was employed Policy On Connecting To Sewer System Splits Board by Kurt Begalka SHAW MEDIA NEWS SERVICE "What we may be headed for is a checkerboard operation in the village," Richmond President Bruce Hunter said. "It's a board decision as to what direction you want to go." The board split 3-3 on whether to require new homes in Richmond to connect with the village system. Trustee Michael Cunningham was absent. Realtor Ann Prejna sparked the discussion when she requested the board split a 28,000-square-foot lot on Walnut street in half. Besides the need for a plat review to oversee engineering particulars, Village Attorney Sam Diamond questioned whether the parcel is big enough to support a septic system. Since the proposed site is in an undeveloped area, Diamond likened it to a new subdivision. "I don't know why you want a new subdivision to go to well and septic," he said. Diamond said at least a half-acre (21,780 square feet) should be required. Village ordinances call for a 20,000-square-foot minimum. Village Engineer Jack Bleck said Lake County requires a full acre. "The reason villages went to sewer and water is because septic systems crowded together are not a good thing," Bleck said. He added, depending on the soil composition, waste from a septic field may drain into a neighbor's yard or pollute their water supply. Trustees wished to avoid another Liberty Street fiasco, where five septic fields failed -- one draining into the Nippersink Creek, the others pooling up in the yard. The hitch in the Walnut qase is that the nearest village sewer main is about 125 feet away and on the op posite side of U.S. 12. Ms. Prejna said it would "far ex ceed the cost of the lot." Norbert is now stationed at Fort Knox, Ky. TWENTY-FIVE YEARS AGO (Taken from the files of January 30, 1958). New board members were named for Memorial Hospital for McHenry County at the annual meeting. Among those were two from McHenry, Frank Gans and Charles Jurak. . The City Council received a report from the city engineer with plans and estimate for widening the west side of Front street from Main street north fcnd it was referred to the street and allev committee for inspection. McHenry county's share of the $73.9 million budget submitted to Congress by President Eisenhower will amount to $37,750, according to the Illinois State Chamber of Commerce. Jack C. Sell, local manager for General Telephone company of Illinois, has announced that final plans have been completed for the construction of the new telephone building in Wonder Lake and that bids are being secured for the construction at the present time. TEN YEARS AGO (Taken from the files of January 26, 1973). Action has stepped up in toty politics. Incumbent aldermen runnfpg for reelection will have oppositiorrtn some wards. In Ward No. 1, Theodore N. Pitzerrhas filed his petition on the Progressive party with Donald P. Doherty for mayor, Earl R. Walsh for city clerk, and Thomas F. Bolger for city treasurer. In the second ward, where Joseph Stanek's term expires, petitions have been taken out but not filed as of this writing. Raymond L. Smith will be opposed for alderman in the third ward by James Wegener. Petitions are being circulated in the Fourth ward, where Alderman Frank Hromec's term expires tfiis year. Ernest D. Schooley is the only can- PAGE 11 - PLAINDEALER - FRIDAY, JANUARY 28, 1983 didate whose petition is filed at this time. The probability that McHenry maf soon have three new traffic lights provides an optimistic outlook" Certainly if one is honest, he must admit that like many another city, traffic congestion is one of the most serious problems locally and one of the most difficult to solve. JOGGING If you walk or jog in the dark; wear light colored clothing, face oncoming traffic and stay off the road or street, advises the National Safety Council "People are discouraged," she said. "It's so hard for people to get their hopes up and then get them shot down." Trustees Ed Mars, Carl Metz and Jerry Michmerschuizen sympathized with the argument, but colleagues Robert Gray and Vern Block agreed with Hunter that it might set a bad precedent. "Sometimes you can go backwards in allowing economic circumstances to cause problems in the future," Diamond warned. Hunter stressed the sewer treat ment plant is working at a third of its 300,000-gallon-per-day capacity. Allowing septics and wells within the village means lost revenue. State statutes require that a house within 200 feet of existing sewers hook up with the city line. Richmond officials could institute a special service tax, whereby people within the special service area are assessed based on the equalized value of the property. The amount is deductible from federal income tax returns. The problem is that such a district requires a majority of the people within the district to approve the boundaries. Village Clerk Kathleen Hellmann said the other property owners are opposed to the idea. It was tried a few years back and failed. "A septic system can last 100 years if you take care of it," Bleck said. So it appears there won't be any great turnover to village utilities. If The village could opt for a' rechpturt agreement -- allowing the person paying for the line to recoup a portion of his cost when someone taps into it -- or a special assessment. In the latter, each property owner is assessed a portion of the costs based on frontage. But first the board must agree on a policy. ARLINGTON SOFT WATER r rr .
