V by Joanne Springman SHAW MEDIA NEWS SERVICE. A grass-roots movement in support of 19th Judicial Circuit Court Associate Judges Conrad F. Floeter and Haskell M. Pitluck is under way in McHenry and Lake counties. - Julie Covert, of Cary, coordinator of the Juvenile Court Watchers program in McHenry county, said her group has been circulating petitions for the reappointment of Floeter and Pitluck to the bench. Ms. Covert said the court watchers group, an off-shoot of the League of Women Voters coUrt-watching program statewide, previously monitored Floeter and Pitluck in action. "We observed Judge Pitluck in juvenile court for 2Vfc years, and we think he did a great job," Ms. Covert said, "We were shocked when he was not reappointed." Although the organization, which has "watched" the courts since 1979, had not observed Floeter for as long a period as Pitluck, Ms. Covert said, "We feel both judges did a good job and that was supported by all the reports we jreceived. We feel both judges were treated unfairly." In a secret ballot cast recently by nine justices of the 19th Circuit court of McHenry and Lake counties, four associate judges--including Floeter, Pitluck and Robert J. Smart and Warren G. Fox of Lake county--failed to receive the three-fifths vote necessary for reappointment when their terms expire June 30.' The appointments to fill the now- existing vacancies also are to be made by secret ballot. Both Floeter and Pitluck expressed surprise when the results of the voting became known, but due to a state Supreme court ruling providing for reappointment procedures, the issue remains shrouded in secrecy. Meanwhile, support for the two McHenry county judges has been marshalled in other quarters. The McHenry County board Tuesday unanimously adopted a resolution for the appointment of Floeter and Pitluck to two of the present vacancies. Last week, a majority of the members of the McHenry County Bar association also called for retention or reappointment for Floeter and Pitluck. Bar association President Tom Leahy said McHenry county lawyers did not understand the reasons for the "apparent firing" of the two judges and knew of "no legitimate reason for terminating their careers so abrup tly." The bar also asked Chief Judge Jack Hoogasian and the Illinois State Bar association to release the results of a bar poll, which were favorable to Floeter and Pitluck, according to information made available to the local bar. The resolution adopted by the county board also called for release of the results of the bar poll and for an additional poll on the fitness ot the two judges by the local bar. So* far, Ms. Covert said, several i hundred signatures have been ob tained on petitions her group is cir culating for Floeter and Pitluck around the counties, a Ms. Covert said the deadline for returning the petitions is June 3, and after they have been collected, they will be submitted to Judge Hoogasian. "We feel this is a first step in restoring communication between the judicial branch of government and the public it serves," Ms. Covert said. For more information about signing or circulating a petition, call Ms. Covert at (312) 639-5808 or Peg Fletcher at (312) 639-1238. In 1861, however, the society reorganized and eventually built the present church in 1863. • In conjunction with the plaquing ceremony, the public is invited to attend worship services at the church b eginning at 10:30 a.m. As part of the service, John Wesley's order of service will be followed and old hymns incorporated.
