On the west coast, masses of moist Pacific air come from the southwest and northwest, and are warm and cool, respectively. The clear, dry air of the non-coastal states in the Midwest generally comes from the southwest, over Mexico, and likewise, the dear, cold, dry air that in­ vades the eastern half of the country moves down from Canada. In addition, moist air masses from the Atlantic move into the east from both the southeast and northeast, being warm and cool, re­ spectively. When these masses of air meet, they often create an occluded front and unpredictable, but often rainy conditions. Generally speaking if you are east of a strong air mass, it will move over you and bring the weather prevailing under it, to the west. Fronts move at varying speeds, usually up to about 30 miles an hour. So, the weather you have tomorrow may be five hundred miles away today, in a westerly direction. On July 1, one of the most important pieces of legislation passed by our state represen­ tatives this year went into effect - the Child Passenger Protection act, • ̂ -s Most of the injuries and deaths from auto accidents could be prevented if we were to put our infants and toddlers in car safety seats or seat belts every time we put them in a motor vehicle. Statistics prove that children are much safer when they ride in child-restraint seats or buckled up. Most of the fatalities in children over the age of (me year are as a result of automobile accidents. Not only will your child be safer in a car seat, you will find that he or she will behave better, which means that you can pay closer attention to your driving. T h e G e n e r a l Assembly noted in the act that the safety of the motoring public is seriously threatened by traffic accidents, directly or indirectly, when drivers are distracted by the movement or actions of children riding in the vehicle. The new law affects all children under the age of six when they are riding in motor vehicles - including recreational vehicles but not motorcycles - owned by their parents or legal guardian. Although this legislation does not apply to grandparents, other family members or babysitters, the state health department- urges everyone tran­ sporting a small child in a motor vehicle to; protect the child by using a car safety seat! or a seat belt. Under the provisions' of the act, every parent; or legal guardian of a child under the age of 4; is responsible for properly securing the child in a restraint device when the child is riding in the parents' or guardians' vehicle. The child restraint seat used must meet, the stan­ dards of the United States Department of Transportation designed .to restrain, seat or position children. The law further requires that children age 4 and 5 be restrained either by acceptable child restraint seats or seat belts. Since the law wait into effect on July 1, all state, municipal, village and county police have been authorized to watch for violations of this act. Any violation is . considered to be a petty offense and punishable by a fine of not more than $25. This fine may be waived if you can prove that you own an acceptable child restraint seat. However, if you should be arrested a second time, you can be fined as much as $50. For the safety of your children, yourself, and other drivers, . the Illinois Department of Public Health urges you to obey this significant piece of legislation.
