In order to help taxpayers better understand their appeal rights, the Internal Revenue Service has prepared the following questions and answers: Q - Why are some people's returns chosen for examination, while others are not? A - Generally, the usual reason is to verify the correctness of in come, \ exemptions, or deductions claimed on the return. Sometimes, however, returns are selected as part of a random sample under the Taxpayer Com pliance Measurement Program (TCMP). Q - What is TCMP? A - TCMP - Tax p a y e r C o m p l i a n c e Measurement Program - is IRS's enforcement and research program. It is designed to measure and evaluate taxpayer compliance characteristics. Q - If my return is selected for an examination, how will it be done? A - The examination may be conducted by correspondence, or it may take place in your home or place of business, an Internal Revenue office, or the office of your attorney or accountant. While IRS makes the decision 6n the method and place, they try to select what is appropriate for the circumstances. Q - My return has been selected for an examination. At the time I filed the return, I lived in a different state. Must I return to that state for the examination? A - No. You may request that your case be transferred to the district in which you presently reside. Q - Suppose the examiner tells me I owe more money, and I don't agree. Do I have any recourse? A - Yes, you may immediately ask to speak to the examiner's supervisor. Often dif ferences can be settled then and there. If not, you can take the necessary steps to have your case reviewed by an Appeals Officer. Q-I'm scheduled for a meeting with an appeals officer, but there is no way that I can make it. What shall I do? A -- For a valid reason, you may ask that the meeting be p o s t p o n e d a n d rescheduled. Alter natively, if you cannot attend in person, you may be represented by your attorney, certified public accountant, or by a person enrolled to practice before the IRS. If you decide to send a representative, you must file a power of attorney. For this purpose, you can file IRS Form 2848 or IRS Form 2848-D, available from most local IRS offices, or any other properly written power of attorney or authorization. Open Smoke Alarm Campaign The McHenry Area Jaycees, in cooperation with the Illinois Jaycees, Illinois fire chiefs, Illinois fire in spectors, and other fire-related groups in Illinois, have launched a statewide smoke detector campaign aimed at placing alarms in every residence in Illinois. Each year 6,0000 Americans perish to fire in their homes. In Illinois the average is more than one per day. About 90 percent of these lives could be saved by smoke detectors and home escape plans. Battery-operated smoke alarms are currently being sold at the wholesale price. Call 344-2453 for details. Firemen are prepared to offer free adviceas to the best location to install Ask Easing Of PIK Standard Governor James R! Thompson asked the U.S. Department of Agriculture last week to ease stan dards in its Payment-in-Kind program, a move that will allow Illinois farmers to use fallow land for livestock grazing during this sum mer's heat wave. "A long period of insufficient rainfall and extremely high tem peratures has limited the growth of »hc alarms and will also aid in T developing escape plans. 11 Home owners are advised to place a minimum of one smoike detector on i each floor level of the' house and to . ) check them often. The smoke alarms i being offered feature a system which * even warns when the standard 9-volt 5 battery needs replacing. •> Replacement batteries for these units are available at most retail outlets and cost less than $1. The Jaycees feel this is cheap in surance to pay for the many years of service received from a smoke alarm. Not only effective with saving lives, smoke alarms have cut fire damage substantially through early warning, many times confining damage to the room of origin. pasture vegetation for livestock," the? governor told U.S. Agriculture Secretary John Block in a letter seeking a relaxing of rules governing the PIK program. The federal government's PIK program began earlier this year and * will reimburse farmers who agree to ' set aside farm land in an effort to reduce national grain surpluses. Most farmers have planted various grasses and legumes on their PIK acres. But under USDA regulations, that , land cannot be used for grazing until after Sept. 1, 1983, Thompson said. 1 WAS YOUR PICTURE j IN THE PAPER?
