"Under today's system, frequent users of long distance service pay seve ral times more than their share of the costs of providing local service," said Thomas L. Cox, Illinois Bell assistant vice president - Regulatory. "Specifically, this subsidy pays for a portion of th« cost of the access line that con nects each customer to the local switching center. All local and long distance calls placed or received by a customer must travel over this access line before they are sent over the local or long distance network to their destination. "The line is dedicated for each customer's use and is available 24-hours-a-day, seven-days-a-week. Our costs to provide and maintain this line are the same whether a customer places or receives a lot of calls, just a few calls, or no calls at all." More than 80 percent of the long distance subsidy for this access line is paid today by only 25 percent of residence customers and 20 percent of business customers who are frequent long distance callers. During the first two years of the FCC plan, long distance companies will pay a portion of the fixed costs of providing customers, with access to the local and long distance network. Long distance companies , also will pay access charges for use of Illinois Bell's transmission and switching facilities to route their calls. Beginning Jan. 1, 1984, residence customers will pay a $7: monthly access charge, and business customers will pay a $3.42 monthly charge tor each of their access lines. The fee for residence customers will increase to $3 in 1985 and to $3.42 by 1986. B usiness rates will remain at $3.42 through 1986. It is time to prepare the home for winter, according to Northern 111. Gas Co. Several measures can, be taken to help control hefting costs. An important factor in assuring a home's energy efficiency is adequate in sulation in the attic, exterior walls, and basement walls. Permanent storm windows and doors reduce air in filtration and can act as a heat loss barrier. Caulkin and weatherstripping aroun doors and windows are also important. Inlets of wires or plumbing from the outside should also be sealed, along with electrical outlets. In winter, draperies, blinds or shades should be open during daytime to take ad vantage of the sun's warmth and closed at night to retain heat. Placement of evergreen trees on the home's north side can provide protection against winter wind while deciduous shade trees on the south shield the structure from hot summer sun. Remember to keep fireplace dampers closed and use kitchen and bathroom exhayst fans only when necessary. ^ The heating plant is an integral part of the home energy system. Regular" furnace maintenance by a professional technician is recommended. /^Motors should be checked arid lubricated, filters replaced, humidifiers cleaned and any leaks in ductwork sealed. With hydronic systems, radiators should be bled each year, valves checked and, maintained, boilers checked and flushed if needed and motors lubricated. A thorough water leak in spection should be performed and radiators throughout the home should be cleaned to keep heat flow unrestricted. The water heater is a major energy user and should be kept in top-notch condition. Wrapping hot water pipes with insulation and the heater in a specially- designed blanket retains heat. Flow reducing nozzles in faucets cut down on hot water use. & With prudent planning and quality materials, the home can bfe made more com fortable and energy efficient.
