Pledges in the 10-county Blackhawk Region totaled $72,848. UCP of Blackhawk will again be the local recipient of the funds raised in McHenry County. A total of 75 percent of the proceeds will remain in the region. The remaip- ing 25 percent is allocated to the national organization. Lynn Rehnberg serves as casemanager for McHenry Coun­ ty, assisting clients to be as in­ dependent as possible, assessing their needs and providing pro­ gram coordination and continuity. Other services includt a sitter training program, an equipment l o a n b a n k a n d r o u t i n e developmental follow-up for high risk infants. KING'S BIRTHDAY The City of Chicago will hold a celebration in observance of the 56th anniversary of Dr. Martin Luther King's birthday. The celebration is scheduled for Tuesday, Jan. 15, at the Medinah Temple, 600 N. Wabash from 9:30 a.m. until 10 p.m. It will be free to the public. Seedling trees and shrubs for ornahiental, landscaping, windbreads, Christmas tree production, wildlife areas and for the protection of soil erosion can be obtained from the McHenry County Soil and Water Conservation District (SWCD). Pines, firs, spruces and deciduous species will be available through March 1. Order forms can be obtained by contacting the SWCD at (815) 338-0099. Prior to ordering any species, consider the soil conditions of the planting site. The order form describes in detail the variety of trees and general planting and soil guidelines. The SWCD can help individuals select the right species for their soil. Use of prior-year EAV would also remove un­ certainty in local budgeting that comes from basing budgets on estimated calendar-year EAV. Another recommendation would require all counties to use an accelerated billing method of property tax collection to help stabilize cash flow for districts. Initial collections would be made in the first quarter of the year, and distributions to districts would be made quar­ terly. Taincrease equity in property assessments, the recom­ mendations call for assessments to be Centralized at the county level/and standardized ac­ cording to sflate guidelines.
