Assessments in McHenry County are at 33.64 percent of market value, based on sales of properties in 1981,1982, and 1983. The equalization factor; currently being assigned is for. 1984 taxes, payable in 1985. Last year's equalization factor forr the county was also 1.0. The tentative factor is subject to change (1) if the County; Board of Review takes actions which significantly affect the county assessments or (2) if local officials or others can present data showing that the Department of Revenue's1 estimates of the average level of assessments in the county should be adjusted. A public' hearing on the tentative multiplier is pending. New legislation regulates county's water supplies The McHenry County Soil and Water Conservation District is now administering the Water Use Act of 1983. Tlie legislation acknowledges the need to better manage and conserve the state's water supply. Under the legislation all owners of wells constructed after January 1( 1985, are required by law, to notify the Soil and Water Conservation District of the proposed point of water withdrawl, so that the district may review the impact of the withdrawl on other water users in the area. Public notification of planned substantial withdrawls is in­ tended to assess the effects of new wells on the water supply in the surrounding areas, not to give the SWCDs the power to regulate or restrict groundwater withdrawls. The owner of proposed wells which are capable of pumping more than 70 gallons per minute or 100,000 gallons of water daily are required to notify the SWCDs of proposed water with­ drawl prior to actual well construction. The Soil and Water Conservation District, in con- juction with the Illinois State Water Survey will determine the potential impacts of the water extraction. The agencies will- then make their findings public. Under the law it is a petty offense to extract water without first notifying the proper local authorities. It is hoped that well owners will voluntarily comply and compromise in the event of a negative review, and that negative impacts will be mitigated by adopting pumping schedules that will minimize the negative impacts.
