He or she must learn to withstand the elements of everyday life within and without the precinct. One of television's most honored series. "Hill Street Blues," (Thursday on NBC), has. since 1981. focused on the human frailties and strengths of law enforcement officers and the citizens they protect and serve. One of the "Hill Street" officers. Sgt. Lucy Bates, played by Betty Thomas, has made numerous strides in her position at the precinct. In the years that she has worked alongside Officer Joe Coffey (Ed Marinaro). Miss Thomas has seen Sgt. Bates experience the ups and ^wns of a policewoman's life. The actress notes a differ­ ence in her role today as compared to her first season. "Lucy is certainly a better cop," says Miss Thomas. "She's learned a lot. She knows how to handle situations better. And her personal life is important to her and she's after some kind of home life." Sgt Bates had another serious adjustment to make last season: taking over roll call to fill the void after the death of fellow cast member Michael Conrad. This season she was replaced by Sgt. Stan Jablonski (Robert Prosky). "I felt like I was doing a stand-up monologue." the actress recalls. "I think Michael Conrad would have liked to have seen me doing it.
