AMMO BUY In an effort to alleviate a command structure problem in the McHenry Police Depart ment, the McHenry City Council voted to create a new position last Monday night. The problem arose when it was discovered that the law, as written, would not allow the department to have two lieutenants. As the situation stands, Patrick Joyce holds the department rank of lieutenant and an appointed rank of Chief. Originally, it was intended that Sgt. Ray Donahue, who also serves as operations com mander, be promoted to lieutenant. In order to rectify the situation, the council voted to create an appointed position of commander-sergeant to cover the additional duties. A bonus of $1,500 will also be paid. The council voted unanimously to confirm the appointments of Fred Kupstis and Gary Schaefer to the McHenry Zoning Board of Appeals. Schaefer is a new member to the board and Kupstis is reappointed to another term.
