On a 110-4 vote, House members approved Senate changes in the measure, advancing it to Gov. James R. Thompson, who is ex pected to sign the plan. The Senate approved the measure (H1604), negotiated by the four legislative leaders, on a 57-0 vote last week. "Every citizen pays through their health care bills for these lawsuits," said House Republican leader Lee Daniels, sponsor of the plan. "The difficulty of obtaining in surance at reasonable rates has forced many health care pro viders to curtail or cease to render their services. This matter seriously affects the medical pro fession, and, thus the public welfare." The bill is backed by doctors' groups and Opposed by the Illinois Trial Lawyers Association, which has charged the plan "effectively strips the rights of victims to full, fair, just and right compensa tion." The legislation creates a screen ing panel to review prospective medical malpractice- suits, for their merits and. permits doctors to countersue lawyers for frivolous suits. • It also allows portions of large damage awards to be paid out in installments. The first $250,000 of an award must be paid in a lump sum and the remianing amount parceled out over the lire expec tancy of the injured person. Damage awards also could be reduced by the entire amount of outside payments, such as in surance. Big banks drop prime rate ByMaryTobin UPI Business Writer ~ NEW YORK -- The nation's largest banks Tuesday lowered their prime lending rate to 9% per cent from 10 percent, the dropping the benchmark rate to its lowest since September 1978. Morgan Guaranty Trust was first to move and Bankers Trust, Chase Manhattan, Chemical Bank, Irving Trust, Marine Midland, all New York, and San Francisco's Bahk of America and Wells Fargo Bank were among large banks that followed. The move had been widely an ticipated in view of the sharp drop in rates that banks pay tp obtain money. "The Fed is shifting into a more accommodative stance* and the outlook is for continuing relaxa tion in interest rate pressures," Braverman said. "The economy remains weaker than the Fed is comfortable with, oil prices are sinking, financial strains are mounting and interna tional loans remain at risk," Braverman said.
