Opinion/Politics Reagan, tax plan rewrites history Talk tough and carry a big stick WASHINGTON - As far as I'm concerned, people are entitled to draw any comparisons they wish. Therefore, if President Reagan wants to refer to his revenue reform plan as "the second American Revolution" that's OK hy me. But with the Fourth of July, he is likely to create some new historical incidents. The Boston Tax Party for instance. I can see it all now: One evening, under cover of darkness, a group of rebellious taxpayers assembles in small boats in Boston Harbor where a federal revenue ship is an chored. Disguised as Speaker Thomas O'Neill, D-Mass., and other congressmen, they row out to the ship and dump all the ries overboard. feedless to say, the Internal Revenue Service doesn't take this affront lying at anchor. An army of tax collectors is dispatched to the region to quell -•the rebellion, resulting in sen tries being posted in the church steeple above the pulpit of the Rev. Jerry Falwell. They are instructed to light signal lamps that reflect the situation: o one if by three martini lunch, two if by over-65 double exemption, three if none of the above. Meanwhile, leading orators in the states and cities are beginning to raise their voices for or against the reform plan. "Give me liberty or give me deductions," cries a patriot in the Virginia Legislature. "I regret I have but one dependent to deduct for my country," says another patriot just before being audited In this condition of deep unrest, a New1 England silversmith sets out on hor seback to alert the countryside. "The Forms 1040 • are coming," he calls in the night. "Hie Forms 1040 are coming." T h u s f o r e w a r n e d , beleaguered wage earners gather on Bunker Hill and fortify it with tax shelters. S o m e w h e r e b e t w e e n Lexington and Concord, the army of tax collectors, resplendent in blue pinstripes, is met by a ragtag band of middle income taxpayers, who fire off the return heard 'round the world. Reagan, feeling beleaguered, names Treasury Secretary James Baker to head a force of administration spokesmen who are designated to testify against tax reform plans advocated by Sen. Bill Bradley, D-N.J., and Rep. Jack Kemp, R-N.Y. En route to Capitol Hill, the administration spokesmen encounter opposition from a ragtag band of lobbyists, who Feeling beleaguered, Gov. Mario Cuomo of New York spends a hard winter trying to rally other governors against a proposal to abolish state tax deductions. During a major sea battle, a rear admiral makes a name for himself by exhorting, "Don't give up the charity con tributions." The next day, he is promoted to vice admiral. The climactic battle is fought in a House-Senate conference committee. I'll not predict the itively easy _ battery of witnesses to testify against reformation without representation. Dick West (UPI columnist) Moslem or Palestinian prisoners held out, it just might put an end to the kind of savagery we witnessed with the hijacking. Make no mistakes: We find ourselves in a virtual state of war. War is inherently cruel. War is inescapably unjust. During World War n, the Germans indiscriminately bombed targets in England; poor, threadbare turn them back. Hostages may be free but the threat remains The hostages of hijacked TWA flight 847 have been freed. Those men and many of their families were reunited at a U.S. air base in Frankfurt, West Germany late Sunday night. Hie end to the crisis appeared imminent late last week. In fact, the release of the hostages was expected to come 24 hours earlier than it did. At first, reports said that Shiite Moslem leader Nabih Bern blamed the delay on President Reagan's tough talk regarding the terrorists ana possible retaliation. It was learned later that Bern's excuse was just to cover up the fact that he could not get the Hezbollah terrorists to r release the four hostages that w were under their control. The Hezbollah, an extremist faction of the Shiites, is responsible for the original hijacking, and also is believed responsible for the kidnapping of seven Americans within the last year in Lebanon. There will be much talk about preventing terrorism and how to respond to it. This hijacking ordeal will also bring talk of how Israel provoked the hijacking by imprisoning Lebanese Shiites, and how Israel is to blame for terrorist acts. Nonsense. The Americans were held hostage because the terrorists thought they could get what they wanted by holding Americans, not Israeli citizens, hostage. Certainly the idea that the release of the American hostages can be linked to the release of the Lebanese prisoners by Israel. However, the Israelis nave said that1 their prisoners were going to be released soon anyway. We doubt very much that Israel would be releasing them if it were totally against Israel's will. We are all glad and thankful that the hostages were released safely. However, it must not be forgotten that one of those on the hijacked plane, Robert Stethem, was killed by the terrorists. In addition, seven other Americans are being held by Lebanese terrorists after being kid napped. Terrorism will not end simply because the hostages of TWA Flight 847 were released. As I write this column, the terrifying ordeal of TWA's Flight 847 The policy I am advocating could not be based on bluff. There are remains to be resolved; the outcome of this particular incident is ruses in was, to be sure, and it might be possible for a few actors and uncertain. But we may be absolutely certain oi one thing: If there is a special effects crew to face a movie of a multiple execution. Such a any perception of caving in on the part of the United States, this will hoax might work once. Only trading a real life for a life and an eye not be the last such hijacking. We will have issued an invitation to for an eye would have meaning for terrorists the next time extortion. There is but one way to deal with such terrorists. It is to apply the ancient law spelled out in Exodus 21:23. Let us match "life for life, eye for eye, tooth for tooth, hand for hand, foot for foot, burning for burning, wound for wound, stripe for stripe." Suppose, to be supposing, that when the terrorists killed their first victim and tossed his body from the plane, the Israelis had chosen one Shiite Moslem at random from the 700 they held as prisoners. Suppose, then, that this randomly cho&en prisoner had been put to death at once by firing squad and that proof of the execution, in the form o of a TV tape, were shown to the hijackers. And suppose this act of summary retribution were accompanied by a threat: For every American passenger you kill thereafter, we will kill 10 Of your brothers. Such a cold-blooded policy would set off cries of protest in every humanitarian quarter. The U.S. Constitution does not \apply in Israel^ but we would hear that the proposed executions would violate due process of law; they would be cruel and unusual; they would amount to ex post facto punishment. We would be "lowering ourselves to the level of the terrorists." We would be "murderers." All of that. But if such a policy were adopted and enforced, and the pool of SB tMOl mnina. The United States could refuse sovereign protection to U.S. citizens who fly on airlines with inadequate security systems. In the matter of the TWA affair, we have to suspect bribery of ^security screeners who let the weapons through, but bribery can be detected and punished. It would not be impossible, it would merely be a nuisance, at such airports as Athens, for every passenger to be strip-searched and every bag opened and repacked under a guard's watchful eye. The situation cannot be permitted to drift along.
