Sue Sayles, Gwen Bauer, Schools debates on improving education standards andfundings. Some highlights of tne reform proposal include stricter evaluation and performance standards for teachers, ad ministrators and students, more programs for remedial and gifted pupils, stricter requirements for people en tering teacher education programs and bar-type examinations for college graduates to become certified teachers. It also calls for report cards from school districts to the general public explaining school performance, student achievements and school finances. Funding for the reforms would come from the 5 percent tax on interstate telephone calls and an 8 cent per pack tax on cigarettes. The two taxes are expected to generate $131 million for fiscal year 1966 and $180 million for fiscal year 1967.
